Description
STATEMENT OF WORK •1. Introduction •1.1. Subject to FAR Clause 52.215-3, entitled "Solicitation for Information of Planning Purpose," this announcement constitutes a Request for Information (RFI) for informational and planning purposes only. Portsmouth Naval Shipyard's intent of this announcement is to identify interested contractors that could provide services, maintenance and repairs of the Land Mobile Radio (LMR) and Enterprise Land Mobile Radio (ELMR) equipment which will include the required infrastructure. •2. Requirement: •2.1. The Portsmouth Naval Shipyard ("The Shipyard") is in possession of a unique inventory of Land Mobile Radio (LMR) and Enterprise Land Mobile Radio (ELMR) equipment (including the required infrastructure) which allows the Radiological Emergency Response Organization (RERO) to effectively communicate during response to natural and / or man-made casualties. This inventory consists of legacy and current generation equipment purchased from varying manufacturers in support of this mission. The RERO communication network utilizes analog and digital equipment for unencrypted and encrypted transmissions. These transmissions occur within and exterior to the Federal property boundary of the Shipyard. Encrypted transmissions originate from P25 9600 BAUD trunking subscribers which utilize proprietary technology from Motorola Solutions, Inc. The required maintenance program shall consist of a comprehensive plan that will ensure the reliability of the RERO equipment and maintain it at its optimal performance level. Additionally this plan will proactively provide for the security of the communication network to ensure that the RERO mission is not impacted. This includes the ability to interface with the Navy Region Mid Atlantic ELMR First Responder Radio Network which consists of P25 9600 BAUD trunking subscribers which also utilize proprietary technology from Motorola Solutions, Inc. •2.2. The services, maintenance and repairs required on the Land Mobile Radio (LMR) and Enterprise Land Mobile Radio (ELMR) equipment (including the required infrastructure) units include, but are not limited to, the following: •2.2.1. Please see Statement of Work •3. Responses •3.1. Interested parties are requested to respond to this RFI with detailed information on any potential offers. Submissions shall be entered in PDF format and shall include: •3.1.1. Company Name and contact information •3.1.2. Contractor and Government Entity (CAGE) Code •3.1.3. Proof of legal rights to access ability to interface with the P25 9600 BAUD trunking subscribers which utilizes proprietary technology from Motorola Solutions, Inc •3.1.4. Acknowledgement of your ability to receive Facilities Clearance •3.2. Reponses to this RFI should reference N39040-17-T-0008 and shall be submitted electronically to Eric Aberle at Eric.Aberle@navy.mil Phone: (207) 438-6792 by close of business (4:00 EST) 09 May 2017. The requested information is for planning and market research purposes only and will not be publicly released. Again, this is not a request for a proposal. Respondents will not be notified of the results. Please note the information within this pre-solicitation synopsis will be updated and/or may change prior to an official synopsis/solicitation, if any. •4. Industry Discussions •4.1. Shipyard representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. •5. Questions •5.1. Questions regarding this announcement shall be submitted in writing by e-mail to Eric Aberle at Eric.Aberle@navy.mil, email address. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Government Point of Entry - FBO.gov. The Government does not guarantee that questions received after 09 May 2017 will be answered. •6. NAICS Code •6.1. The NAICS Code for this requirement is 811213, COMMUNICATION EQUIPMENT REPAIR AND MAINTENANCE, and the Size Standard is $11 M. •7. Summary •7.1. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide services, maintenance and repairs of the Land Mobile Radio (LMR) and Enterprise Land Mobile Radio (ELMR) equipment which will include the required infrastructure.. The information provided in the RFI is subject to change and is not binding on the Government. The Navy has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
