Description
Amendment 000005 posts the Answers to Questions 014 through 019; posts the 04/25/2017 Site Tour/Visit Attendance List; and extends the Close/Proposal Due date to 05/17/2017. Amendment 000004 provides prospective vendors with: revised Statement of Work, revised Department of Labor Wage Determination, revised Clauses and Provisions to dissolve the small business set-aside requirement and schedule a new site visit date/time, and extended solicitation. Attachment 9, 04/05/2017 Revised Statement of Work replaces Attachments 2, 3, 6, 7, and 8. Attachment 10, 04/05/2017 Revised Department of Labor Wage Determination replaces Attachment 1. The small business set-aside requirement is delete/dissolved. The clauses and provisions have been updated; Attachment 11, Clauses and Provisions replaces the Base G16PS00853 BODY. A site visit/tour has been scheduled for Tuesday, April 25, 2017 at 1000 (Location Time). Offerors shall email Ralph Grundel, rgrundel@usgs.gov by Monday, April 24, 2017, 1500 (Location Time), to confirm an intent to attend the site visit/tour. This solicitation is extended to end/close on 05/09/2017 at 1700 ET. Questions/comments received during the 3 workdays prior to the end date will be considered untimely and may not receive a response. FAR Clause 52.232-18 Availability of Funds. (APR 1984) is incorporated by reference (IBR). Amendment 0000003 provides prospective vendors: Attachment 7, which has the answers to Questions 011, 012 and 013; Attachment 8, which is Statement of Work Addendum 001; and extends the solicitation close/end/due-by date to 11/18/2016. Amendment 0000002 provides prospective vendors with Attachment 6, which answers Questions 006 through 011, and, extends the solicitation end date to 11/14/2016. Amendment 0000001 provides prospective vendors with: Attachment 2. The list of the 09/27/2016 site visitors; Attachment 3. Questions and Answers 001 through 005; Attachment 4. Site Plan Drawing; and Attachment 5. Site & Grading Plan Drawing. This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement to CONSTRUCT a GREENHOUSE in Chesterton, IN, USA in accordance with the Statement of Work, clauses, and provisions. The solicitation number is G16PS00853 and is being issued as a Request For Proposal (RFP). The policies contained in FAR Part 36, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside with the associated NAICS code 236220 Commercial and Institutional Building Construction; small business size standard of $36.50. A copy of this solicitation may be accessed at FedConnect, www.fedconnect.net; use Reference Number G16PS00853. All requirements for preparation, submission, and receipt of proposals contained in the solicitation shall be adhered to. Site Visit Scheduled: Tuesday, September 27, 2016; Time: 10:00am (Location Time); Offerors shall email Ralph Grundel, rgrundel@usgs.gov by Monday, September 26, 2016, 1200 Noon ET, to confirm attendance at the site tour. BASIS FOR AWARD: Best Value, Trade-off - Technical Merit Greater Value than Price. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers; of which, Factor A is of greater value than Factor B; Factor B is of greater value than Factor C; and Factor C is of greater value than Factor D: Factor (A) Technical Approach: Offerors must provide a narrative, not to exceed (5) pages, describing their capabilities and approach to provide the greenhouse project described in the Statement of Work. Offerors must describe their experience within the last three years with greenhouse project(s) similar to the current project in terms of: (a) Size/type; (b) Requirement to coordinate full or partial shut-down of customer's operations to accommodate the greenhouse project; (c) Level of compliance with Federal, State and Local codes required in project performance; and (d) experience with similar projects requiring compliance with State and Local electrical and fire codes of the installation location; Factor (B) Safety. Offerors must provide documentation describing their safety plan and safety record for the past (3) years; Factor (C) Knowledge, Skills & Abilities: Offerors must provide the employee or subcontractor's resumes for greenhouse manufacturer certifications or other aspects showing assurance of value to the project; Factor (D) Past Performance: Offerors must submit not less than two references for greenhouse project(s) performed during the past three years. Each reference shall include: the company or agency name, address, contract or order number, point(s) of contract phone number and email address(es).
