- This procurement is to perform modifications to the existing AMRAAM Hardware-in-the-Loop (HIL) Anechoic Chamber currently in use at NAWCWD China Lake, California. These modifications include but are not limited to increasing the number of antenna horn mount supports on the curved array wall structure including any modifications to the curved array wall itself, modifications to the existing target generation shielded room to, Radio Frequency (RF) and Structural analysis of the result of any modifications done, and includes all materials and labor to execute the modifications. NAWCWD intends to award a sole source based contract to Chamber Services, Inc. in accordance with FAR 6.302-1 Only One Responsible Source that possesses the unique capability and expertise that can satisfy the requirement. The technical data necessary to modify the chamber capability is restricted to Chamber Services, Inc. and cannot be disclosed to individuals outside the Government. "This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 15 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N68936-17-R-0036 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule." The solicitation will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about June 1, 2017. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Written responses shall be submitted by e-mail to the point(s) of contact listed below or mailed to the Contracting Office Address listed below no later than 15 days from this notice date.
