The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses. The Space and Missile Systems Center (SMC), Launch Systems Enterprise Directorate (LE), Los Angeles Air Force Base, CA Program Office is requesting industry feedback on the draft EELV Phase 1A RFP #1 Request for Proposals (RFP), FA8811-17-R-0004, which is included as an attachment to this announcement. Additional sensitive RFP documents can be found in the Phase 1A Bidder's Library. Interested contractors may request access to the Bidder's Library by emailing the points of contact listed above and must obtain and sign a Nondisclosure Agreement prior to being granted access to the Bidder's Library. All information in the Bidder's Library is at the unclassified level. Any classified RFP documents can be accessed through contacting the primary point of contact, June (Dzung) Dom, listed above. Using the provided MS Excel comments resolution matrix (CRM), responses to this request for feedback are to be submitted no later than 16 May 2017 at 4 pm (PDT). All responses and questions related to this request for feedback shall be submitted to all of the email addresses below and shall include the contact information of the requestor. This is not a small business set-aside; however, responses from small and small disadvantaged businesses are highly encouraged. The North American Industry Classification System (NAICS) code for this effort is 481212. The small business size standard is 1500 employees. All information provided by industry to the Government as a result of this notice is voluntary. Responses will not be returned. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of a respondent's submission or the Government's use of such information. The information obtained from industry's response to this notice may be used in the development of an acquisition strategy and future RFP. The final RFP for this effort shall be posted to FedBizOps no earlier than 15 days from the posting of this announcement. Feedback to the draft RFP from this request may be used towards the final launch service RFP. Interested contractors should ensure they have access to the Bidder's Library prior to the final RFP release. Disclaimers and Notes: Respondents are advised that information submitted to the Government in response to this notice may be reviewed by non-Government advisors to include, but not limited to, the following: Federally-Funded R&D Centers (such as The Aerospace Corp); Systems Engineering and Technical Assistance (SETA) contractors (such as Tecolote Research, Inc., Scitor Corp, and ManTech International Corp); all are bound by appropriate non-disclosure agreements with the Government.
