Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center, Auke Bay Laboratories has a requirement. OBJECTIVES The objectives of this contract are to provide sample management for GOA marine fish samples collected at sea during the summer 2016 survey in both the biology and chemistry laboratories including data tracking and summaries and to assist researchers studying fish in the large marine ecosystems with manuscript preparation (literature review, preparing graphics, data analyses ) in the North Pacific and Arctic Ocean areas. These duties will be conducted at ABL's Ted Stevens Marine Research Institute (TSMRI). SCOPE OF WORK The contractor must be familiar with sample management of marine fish undergoing bioenergetic processing including biological processing, bomb calorimetry, and lipid analysis while following strict chain of custody procedures, safety protocols, and laboratory standard operating procedures (SOPs). The contractor must have experience writing and publishing scientific manuscripts in peer reviewed literature. The contractor must be prepared to work both individually and in a team environment in the biology or chemistry laboratory as well as working independently on a scientific manuscript. Many of the tasks in this contract will be assigned according to availability of fish samples arriving from the field and from other laboratories. The need for assistance from principle investigators working on manuscripts will vary according to type of tasks requiring assistance. The number of hours required for this contract, estimated to be 1200, will therefore vary from none to forty hours per week over the course of approximately one year. See attached Statement of Work for more information. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued within a week of closing date.
