- Notice of Intent to Award Sole Source Contract 1. This is a pre-solicitation notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to L-3 Communications System-West (L-3 CSW) to provide supplies & services necessary to support the FY17 Building Partnership Capacity (BPC) Program for the nations of Chad & Cameroon. The contractor will provide: Chad a. One (1) ground station to include SCORPION Surface Terminal Equipment with International Waveform and antenna, associated Ground Station Operator Center and associated support components b. One (1) spares package c. 13 months of Field Service Representative (FSR) support Cameroon a. One (1) ground station to include SCORPION Surface Terminal Equipment with International Waveform and antenna, associated Ground Station Operator Center and associated support components b. One (1) spares package The ground stations shall be compatible and interchangeable with the existing, fielded ground stations within each country and shall be interoperable with the existing, fielded system-of-systems that were delivered under the FY16 BPC C208B ISR program. The equipment is to be delivered to the United States Government for acceptance no later than 30 Sep 18 with CLS for Chad ending no later than 30 Sep 19. 2. The North American Industry Classification system Code (NAICS) for this requirement is 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a size standard of 1,250 employees. The Federal Supply Code (FSC) / Product Service Code (PSC) is 5826 - Radio Navigation Equipment, Airborne. 3. This purchase will be made under Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation. The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." L-3 CSW is the only source capable of providing the supplies and services described above and as currently requested by Africa Command (AFRICOM) without the USG experiencing substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. 4. This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) nor does it restrict the government as to its ultimate acquisition approach. The government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a capabilities package to this notice. A determination not to compete this action based upon responses received is at the sole discretion of the Government.
