Description
Map of Industry Day location Guidelines for One-on-One Meetings NASA Johnson Space Center (NASA/JSC) plans to conduct a Safety and Mission Assurance Engineering Contract II (SMAEC II) Industry Day. NASA/JSC is hereby soliciting firms to attend this event on Wednesday, May 24, 2017 at the NASA/JSC Gilruth Recreation Center or virtually. The presentation to industry will be held from 9:00 a.m. to 11:00 a.m. in the Destiny Ballroom (formerly Alamo Ballroom). One-on-one meetings will be scheduled from 12:00 p.m. to 5:00 p.m. on Wednesday, May 24th and from 9:00 a.m. - 4:00 p.m. on Thursday, May 25th as required. CONTRACT DESCRIPTION SMAEC II will provide highly-specialized programmatic support to the International Space Station (ISS) Program, Orion Program, Commercial Crew Program, the Extravehicular Activity (EVA) Project Office, and future programs and projects. The support will include: safety engineering; reliability, availability, maintainability, and supportability assessments; quality engineering; quality assurance; software assurance; and risk management. Real-time support to the ISS is provided in the Mission Evaluation Room (MER) by the Safety and Mission Assurance (SMA) directorate. In addition, SMAEC II will provide failure analysis, specialty engineering, and workmanship standards training. SMAEC II will provide pressure systems technical expertise and management of the pressure systems certification program for both JSC and the White Sands Test Facility (WSTF). SMAEC II will also provide WSTF with expertise in the areas of materials and process engineering, quality assurance, and system safety. The draft SOW for the SMAEC II procurement may be viewed at the SMAEC II website, http://procurement.jsc.nasa.gov/smaec2/. An online technical library for the SMAEC II procurement is also available via the SMAEC II website. It is the potential offeror's responsibility to monitor the website for updates to the technical library. SMAEC II INDUSTRY DAY The SMAEC II Industry Day is open to firms that are interested in pursuing contracting opportunities on the SMAEC II procurement, whether they have previously performed work at JSC or not. Attendance is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process of any subsequent request for proposal. A Site Tour will be available for interested parties to attend. In order to attend the Industry Day and/or the Site Tour, all interested parties must RSVP (see below for registration hyperlink). SMAEC II Industry Day Goals 1.Provide information on the current Safety and Mission Assurance Engineering Contract (SMAEC). 2.Share an overview of the SMA Directorate. 3.Promote competition and solicit feedback on the proposed acquisition. 4.Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input on the proposed SMAEC II acquisition strategy. Industry Day Agenda (May 24, 2017): 7:00 a.m. to 12:00 p.m. Badging in Bldg. 110 (only applicable for Site Tour participants) 8:30 a.m. to 9:00 a.m. Sign-In and Networking 9:00 a.m. to 11:00 a.m. Industry Day Presentation 11:00 a.m. to 12:00 p.m. Lunch (a listing of local restaurants will be available) 12:00 p.m. to 5:00 p.m. Facility Tour and One-on-One sessions Industry Day Location: NASA/JSC Gilruth Center, Destiny Ballroom 2101 E NASA Pkwy, Houston, TX 77058 (only accessible from Space Center Blvd; see directions below) Questions submitted electronically and in writing will be answered and posted to the procurement website and will be considered official responses. Index cards will be made available for questions. No photographic or recording devices are permitted during the Industry Day presentation or one-on-one communication sessions. ONE-ON-ONE SESSIONS To facilitate interactive communications with industry, NASA personnel will also be available for private meetings with individual companies in conjunction with Industry Day. The purpose of these meetings is to provide industry with the opportunity to better understand the existing requirements under the current SMAEC and to allow industry an opportunity to provide input on the acquisition strategy. The meetings are intended to be question and answer sessions. Attendees should not prepare or present any formal presentations or proposals during Industry Day or the one-on-one sessions. Any company may request a one-on-one meeting. Meetings will not exceed 15 minutes in length and attendance is limited to three (3) persons. Scheduling of appointment times will be on a first-come, first-serve basis. Appointments will be scheduled every 30 minutes between 12:00 p.m. to 5:00 p.m. on May 24, 2017 and 9:00 a.m. - 4:00 p.m. on May 25, 2017. Guidance for conduct during the one-on-one communications is attached to this posting as One-on-One Guidelines (Attachment 1). SITE TOUR Any company may request to participate in the site tour. Tours will not exceed 80 minutes in length and attendance is limited to two (2) persons. Scheduling tour times will be on a first-come, first-serve basis. Tours will be organized into three (3) groups [Group 1 (12:00 p.m.-1:20 p.m.), Group 2 (1:30 p.m.-2:50 p.m.), or Group 3 (3:00 p.m.-4:20 p.m.)] on May 24, 2017. Confirmation of your SMAEC II Site Tour registration and group number will be provided via email. Due to increased badging requirements, foreign nationals will not be allowed to attend the site tours. Special Safety Information: A.The site tour may require walking on uneven surfaces and using stairways. B.Please, no open-toed shoes or shorts. Site Tour Location: Johnson Space Center; transportation will be provided from the Gilruth Center. Reservations must be received no later than 4:00 pm (CDT) on Wednesday, May 10, 2017. Please indicate in your RSVP response if an attendee requires accommodations for a disability. A confirmation email will be sent to acknowledge your reservation and provide further instructions to join the Industry Day virtually on or before Thursday, May 11, 2017. Additional information concerning this acquisition can be found at the SMAEC II website. DIRECTIONS TO THE GILRUTH CENTER Heading South on I-45, turn Left on Bay Area Boulevard (East). Proceed approximately 3 miles on Bay Area Boulevard, and then turn Right on Space Center Boulevard. Proceed approximately 2 miles on Space Center Boulevard through two stop lights. Turn Right to the Johnson Space Center Gilruth Center. Proceed to the Gilruth Building parking lot. Enter through the Gilruth Center's front entry, and the Destiny Ballroom (formerly the Alamo Ballroom) will be on your left.
