- General Information: This is an RFI as defined in FAR 15.201(e) to ascertain whether a commercial item exists that provides the capabilities described herein. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI will be treated as business confidential information. Nonetheless, submitters should properly mark their responses if the information is confidential. Responses to the RFI will not be returned. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expense associated with responding to this RFI. Instructions to Responders: Responses from all capable and qualified sources are encourgaged to respond to this request. Mass Spectrometry Services For US Army Research Institute of Environmental Medicine 1.Background: The mission of the US Army Research Institute of Environmental Medicine (USARIEM), located in Natick, MA, is to protect, sustain, and maximize the health and performance of military personnel through: 1.1Performance optimization doctrine: USARIEM produces training policies and guidelines that provide recommendations to enhance Warfighter capabilities and reduce health risks. 1.2Preventative Medicine & Planning Doctrine: USARIEM produces preventative medicine guidelines to minimize Warfighter injuries and lost duty time and medical costs. 1.3Materiel development support: USARIEM recommends product improvements for clothing, equipment, nutrition and pharmaceuticals by providing design specifications to improve individual Warfighter equipment and rations. 1.4Monitoring strategies & predictive algorithms: USARIEM has developed strategies for personal status monitoring and a variety of algorithms to prevent and detect Warfighter performance decrements. 1.5Health Hazard Assessment: USARIEM coordinates with the US Army Public Health Command for thermal and hypoxic conditions. 1.6USARIEM supports research experimentation that requires the quantification of isotopic composition in biological samples by mass spectrometry. USARIEM uses stable isotopes in cell culture, animal models, and humans to better understand factors that regulate mineral status with the end goal of improving mineral status and maximizing the health and performance of military personnel. To support this effort, USARIEM has the requirement for an Indefinite Delivery Indefinite Quantity (IDIQ) contract (base year and 4 options years) for mass spectrometry services. This contract requires an IDIQ structure due to the on-going nature of cell culture, animal, and human experiments. 2.USARIEM has the requirement for the following contracted services. 2.1 General Requirements: The contractor shall provide mass spectrometry services to support protocols at USARIEM requiring the determination of stable isotope concentrations in biological samples. Expertise in determining isotopic composition of elements including, but not limited to, calcium, copper, iron, magnesium, selenium, and zinc is required. Investigators at USARIEM use stable isotopes in cell culture, animal models, and humans to accurately determine mineral uptake and absorption in cells and tissues and mineral status through analysis of samples such as blood, urine, feces, and liver. Determination of stable isotope concentrations by mass spectrometry is required so that investigators can identify factors that regulate mineral absorption and status. 2.2Specific Requirements: The contractor shall provide: access to multiple types of mass spectrometry instrumentation (i.e., ICP-MS, ICP-AES, and TIMS) to accurately determine isotopic composition of: 2.2.1Cell culture samples to accurately determine isotopic composition of cell lysates and culture media. Samples can be provided as-is or in weak acid as advised by the contractor. 2.2.2Samples from animals to accurately determine isotopic composition of murine blood, urine, feces, and other tissues (e.g., liver). Samples can be provided as-is or can be digested and reconstituted in weak acid as advised by the contractor. 2.2.3Samples from humans to accurately determine isotopic composition of blood, urine, and feces. Samples can be provided as-is or can be digested and reconstituted in weak acid as advised by the contractor. 2.2.4All analyses should be provided as a report indicating mineral isotope concentration per sample. 2.2.5Contractor will be available to answer USARIEM questions regarding sample analysis 3. Period of Performance: Estimated period of performance for the metabolomics analysis services is 01 Jun 17 through 31 May 18 for the base year and 01 Jun 18 through- 31 May 21 for the option years. 4.0Travel: Travel is not required for this work. 5.0Security: A security clearance is not required for this work. 6.0Personnel Qualifications: 6.1.1General Experience: The contractor shall have expertise as a mass spectrometry laboratory and previous experience working with biological samples. 6.1.2Specialized Experience: The contractor shall have expertise in determining isotopic concentrations in biological samples using multiple types of mass spectrometry instrumentation (i.e., ICP-MS, ICP-AES, and TIMS). The contractor shall have previous experience working with biological samples and with calcium, copper, iron, magnesium, selenium, and zinc isotopes. The contractor's laboratory systems shall be governed by a set of Standard Operating Procedures (SOP) that are annually reviewed and updated. All laboratory technicians assigned to perform procedures in the laboratory shall be trained on SOPs for specific methods and all instruments are evaluated for peak shapes, sensitivity and proper run conditions prior to sample analysis as well as completed appropriate lab safety. Each analytical run shall include a series of standards and controls to monitor the performance of the analytical instrument and to minimize any drift that may occur during the course of the run. 7.0Government Furnished Equipment/ Information/ Computer Utilization: USARIEM will provide samples as-is or samples digested and reconstituted in weak acid as advised by the contractor. In accordance with the research protocols data and/or samples will be coded and will not contain Personally Identifiable Information (PII), nor will such information be added. Additionally, no information covered under the Health Insurance Portability and Accountability Act (HIPAA) will be shared without a Business Associate Agreement in place. In the event data received has not been properly de-identified, the contractor shall notify the Contracting Officer's Representative (COR) immediately upon discovery. Data transfers will be accomplished via an USARIEM Information Management approved secure file transfer method such as the use of the SAFE site (https://safe.amrdec.army.mil ). Hard copies of such files shall be transferred in accordance with applicable USARIEM, Army, DoD regulations and guidelines. 8.0Other Direct Costs (OCD's): There are no other direct costs required for this work. 9.0Deliverables: Stable isotope concentrations. Stable isotopes include, but are not limited to 67Zn, 58Fe, and 44Ca. 10.0Place of Performance: Contractor Facility 11.0Contract Management/ Activity Report: The Contractor shall be responsible for managing and overseeing the activities of all Contractor personnel used in performance of this contract. The Contractor's management responsibilities shall include all activities necessary to ensure the accomplishment of timely and effective services performed in accordance with the requirements. 12.0Contractor Manpower Reporting: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Mass Spectrometry Services via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address https://cmra.army.mil/Login.aspx. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2017.
