- The US Naval War College intends to negotiate directly and award a sole source, firm-fixed price Level of Effort Contract to Dr. Timothy J. Colton Ph. D. to produce one comprehensive analysis of a designated leader that will include historical, cultural and political behavioral analysis including biographical and references to traditional political profiles of the individual. The Request for Quote number is N0012417Q0202. A Request for Quote is expected to be released on May 5th,2017 with a response date of May 12th 2017. This solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition FAC 2005-95, Effective: 19 Jan 2017 (Includes FAC 2005-94 Effective 19 Jan 2017) The NAICS code is 541720 and small business size standard is $20,500,000.00.
