- Draft Standard Specification 1.SUBMITTAL INFORMATION ISSUE DATE: May 3, 2017 DUE DATE FOR RESPONSES: May 12, 2017 1:00 PM Pacific TIme SUBMIT RESPONSES TO:Gunnar.Prutz@dot.gov SUBMIT QUESTIONS TO:Gunnar.Prutz@dot.gov See below Section 5 entitled "REQUESTED CONTENT OF RESPONSES TO THIS SOURCES SOUGHT (SS)" for submittal content instructions. 2.INTRODUCTION Potential Sources Sought. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Federal Highway Administration (FHWA) is conducting a market research to identify potential sources for an anticipated contract to develop a standard data format for pavement surface condition and transverse profile data. The purpose of this notice is to obtain information, for planning purposes, regarding: the availability and capability of qualified sources to perform the work. Pursuant to 48 C.F.R. Part 10, the Government is conducting market research to: •Determine what sources exist that are capable of satisfying the Government's requirements listed below, •Determine the capabilities of potential contractors, •Determine the size and status of potential sources, and •Determine the level of competition (i.e. 8(a), set-aside or full and open). The FHWA Office of Acquisition and Grants Management intends to make an award (firm fixed price) to accomplish the work described herein. The purpose for this Sources Sought is to conduct market research to identify potential offerors having an interest in, and the resources to accomplish the work. The result of this market research will contribute to determining the method of procurement. This Sources Sought contains the objectives and overview of the contract, and attached is the draft specification of the data standard. Your firm's response regarding your firm's experience and capabilities will be used to determine the availability of potential businesses, both large and small, and their capabilities in meeting the Government's requirement. 3.BACKGROUND Pavement engineers need to monitor, usually on an annual basis, the condition of the pavement surface in order to determine when maintenance or replacement of the surface is required. Because the size of a road network is typically large for a state department of transportation, regular surveys are conducted with vehicles equipped with advanced technology that can measure the pavement surface with high resolution imaging or laser 3D scanning system at prevailing highway speeds. The latest technology involves the analysis of the pavement surface with two processes: 1)Evaluation of the return of light intensity (different shades of gray) in a 2-D format, and 2)Evaluation of the elevation of the pavement surface (called the range image) The word "image" is used often to describe these data since the typical coverage is four meters (one lane) wide along a continuous longitudinal profile with only small (1 - 150 mm) deviations in relative elevation. In fact, AASHTO Provisional Standard (PP68) defines "pavement image" as a "representation of the pavement that describes a characteristic (gray scale, temperature, elevation, etc.) as a matrix of points (pixels) on the pavement surface." Many types of data can be represented and communicated to the user as an image. Each vendor of this 2D/3D technology uses proprietary instrumentation and methods to develop hardware/software platforms to acquire, compress, store, transmit, analyze, and evaluate the images. The community of users who purchase this data have determined that a standard data format would provide the ability to communicate and interchange pavement data among different pavement applications and software platforms. A standard will help to: •Reprocess data when new analysis algorithms are developed. •Apply analysis algorithms to 2D/3D digital images from different sources. •Support the structure of the AASHTO standards separating collection from analysis (similar to the longitudinal profile). •Share data efficiently between uses, software tools and electronic platforms. •Promote development and adoption of 2D/3D data collection technology. The user community realizes that with continuously changing technology, the development of a permanent universal data format standard may be impractical, but a versatile and flexible standard could be very beneficial in achieving the desired objectives. Developing a new image compression algorithm exclusively for pavement images is a demanding task needing sufficient justification. To move in this direction the Federal Highway Administration (FHWA) contracted for the "Development of Standard Data Format for 2-Dimensional and 3-Dimensional (2D/3D) Pavement Image Data that is used to Determine Pavement Surface Condition and Profiles" (FHWA contract DTFH6115P00103). The contractor developed three reports and a Draft Specification for the data standard. Because the user community is not technically familiar with details of the Draft Specification, an independent evaluation by an expert in the field is needed to validate the results of the project and confirm that the proposed data standard will meet users' needs. 4.Objectives and Overview of Work Required •Independently evaluate and, if needed, recommend changes to the three reports delivered under contract DTFH6115P00103 and proposed draft specification for the standard data format and compression algorithm for 2D/3D pavement images developed in the previous FHWA contract to ensure they adequately address and document the subject matter. The evaluation must be completed by a party independent to the original contract and the evaluator must clearly demonstrate there is no potential for commercial bias towards the evaluator, •Verify the functionality and performance of the proposed standard data format and compression algorithm in terms of image fidelity, processing speed, data storage requirements, and other important parameters. •Assess the suitability of the standard data format for use by state highway agencies and 2D/3D technology vendors. •Propose a methodology by which a state highway agency can confirm compliance with the standard data format. 5.REQUESTED CONTENT OF RESPONSES TO THIS REQUEST FOR INFORMATION This Sources Sought Notice is not to be construed as a commitment on the part of the Government to award a contract or cooperative agreement nor does the Government intend to directly pay for any information or responses submitted as the result of this Sources Sought Notice. Interested parties, who consider their firms qualified to perform the above-listed services, are invited to submit responses to this Sources Sought. Any interested organizations are invited to submit a Capability Statement to the identified Contracting Officer/Specialist via email by the response date. Responses shall clearly identify: 1.Name, Address, Point of Contact; 2.Size Standard under NAICS code 541690, Other Scientific and Technical Consulting Services (size standard is $15 Million); 3.Identify all applicable classifications for your organization, such as: i.Small Business? ii.Woman-owned business? iii.8(a) business? iv.Large business v.Small disadvantaged business vi.HUBZone business? vii.SDVOB business? viii.Non-profit? 4.Description of technical capabilities and relevant experience to perform the work described in Section 4 of this document; 5.Synopsis of experience and expertise of potential staff; 6.Relevant projects completed related to the anticipated objectives of the project with information on the client, scope, and products; and 7.Description of available facilities to perform the work outlined above. The Capability Statement shall be no more than four single sided pages in length with font size twelve or larger.
