- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with L3 NARDA-MITEQ Hauppauge, NY, for the procurement of Radio Frequency Monitors in support of the AN/SPN-41() Transmitting Set Air Traffic Control (ATC) System; Part Number (P/N) DC-3C-154157-FA. These are specific components that are integrated within the pedestals of the AN/SPN-41(). The AN/SPN-41() Shipboard ATC System provides all weather instrument approach guidance from the ship to the aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not own current data drawings or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
