- Lewis River Side Channel Restoration Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. The Gifford Pinchot National Forest intends to acquire by contract supply equipment, operators and labor for watershed habitat restoration activities to improve fish habitats. Work includes logging and transporting trees. The structures will be installed in Lewis River and side channel. The period of performance for this project is mid-July 2017 through mid-August 2017 with certain in-stream work window restrictions. The locations for these projects are located on the Mt. Adams Ranger District. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 115310- Support Activities for Forestry. The corresponding size standard is $7.5 million. Offerors will be evaluated on technical capability (experience), past performance, price, and other factors. The contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. Offers are due May 12, 2017 1530 PT. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract. Lack of registration in the SAM Database will render an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/portal/public/SAM/.
