McDowell Rd, Phoenix, AZ 85006 REQUEST FOR QUOTATION: Colcord Stewardship Project on the Tonto National Forest. It is expected that a pre-quote conference will be held. Details regarding the conference will be included in the RFQ package. Set-Aside: The proposed procurement is unrestricted per stewardship authority. The solicitation and resultant contract is a stewardship project in accordance with Section 8205 of Public Law 113-79, the Agricultural Act of 2014. This grants the Forest Service and the Bureau of Land Management authority to enter into stewardship contracting projects with private persons or public or private entities, by contract or agreement, to perform services to achieve land management goals for the national forests or public lands that meet local and rural community needs. This acquisition has been tailored to fit the Government's method of trading goods for services. Description of Work: The Colcord Stewardship Project is located on the Pleasant Valley Ranger District of the Tonto National Forest. The contract area, indicated on the Contract Area Map, encompasses approximately 500 acres, of which 5 cutting units containing 263 acres are to be treated. Previous work was completed in this area. Cutting Units 7, 8, and 10, as shown on the Contract Area Map, were not started and remain in the original condition. Cutting Unit 9 had a minor amount of merchantable trees cut but not removed, and a minor amount of precommercial thin and pile done. Cutting Unit 7A had merchantable trees cut and partially removed, and a minor amount of precommercial thin and pile done. All units were re-cruised in 2015 to arrive at the volume estimates in this contract. The full acreage of Cutting Units 7A and 9 is included in the stewardship work items. The silvicultural treatment prescribed for this project will help reduce dwarf mistletoe infestation and reduce the basal area, leaving the treated stands in a healthier, more vigorous condition. Thinning of dense stands incorporating the Northern Goshawk Guidelines will move the stands toward a more historic uneven age structure. Treatment will also reduce the potential for stand replacing wildfire and improve wildlife habitat. Anticipated Start Date: The Contractor shall be required to (a) commence work under this contract in accordance with the accepted operating plan; start work when the Contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire project including final cleanup of the premises by May 1, 2019. It is estimated that work will begin in winter or spring of 2017. Actual date is negotiable based upon actual award date and weather conditions. Resulting Contract: Any resultant contract will be a commercial services contract with requirements for timber removal. Project Location: The legal description of the contract area includes all or parts of Sections 21, 22, 27, 28, 34 and 35 of T10½N, R14E and Sections 2 and 3 of T10N, R14E, G&SR, Gila County, AZ. The solicitation will issue on or about May 17, 2017 with Quotes due June 14, 2017 at 2:00 p.m. local time. Award will be made on Best Value basis evaluation criteria which will include utilization of local workforces as well as other factors. All evaluation criteria will be stated in the solicitation.
