- It is the Government's intent to award a firm fixed price purchase order for the acquisition of LR68-22 and LR68-12 Inductive Rocket System Launcher Technology information, integrated product team support, and laboratory test of the Inductive Rocket System Launcher. The period of performance is award of contract through six months. It is anticipated that the solicitation for this requirement will be posted in May 2017, with an award date of July 2017. Based upon market research, this requirement cannot be met by commercial items; therefore, the Government is not using the policies contained in Federal Acquisition Regulation (FAR) Part 12. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2) entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number or responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." This acquisition will be sole sourced to TDA Armements SAS, Ancien Chemin D Ardon, La-Ferté-Saint-Aubin, 45240, France, NCAGE Code F0556. TDA Armements SAS is the only vendor capable of providing these services. Formal communication related to this acquisition should be directed to Tammy Benson, email: tammy.j.benson.civ@mail.mil. In the event multiple quotes are received, the quotes will be evaluated on the basis of lowest price, technically acceptable.
