- Page 1 of 1 Page 1 of 1 Notice of Intent to Sole Source DirectTrust Organization Membership FBO Notice: VA701-17-N-0134 The Department of Veterans Affairs (VA), Program Contract Activity Central (PCAC) intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2), Only One Responsible Source Available, no other source will satisfy agency requirements. The VA intends to solicit and negotiate with DirectTrust; 1101 Pennsylvania Ave NW, 3rd Floor, Washington, DC 20004 USA; to provide a membership for participation in the DirectTrust organization, which includes the following: Access to DirectTrust Organization deliverables and intellectual property, as well as participation in DirectTrust Organization workgroups. Up to date information about the continually evolving regulatory environment. Opportunities to influence and shape the developing Trust Framework Insight into the work being done by colleagues in the Direct Messaging community. The NAICS code for this procurement is 813920 and the Small Business Administration Size Standard is $15 M. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before May 18th, 2017 at 12:00 PM EST by email to Kaylan.Grove@va.gov.
