- PRE-SOLICITATION NOTICE FOR THE DESIGN BUILD CONSTRUCTION PROJECT LOCATED AT INDIANTOWN GAP NATIONAL CEMETERY IN ANNVILLE, PA 17003. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA786-17-R-0450 for the following: The contractor shall provide all professional services, labor, supervision, materials, administration necessary for the construction and performance of all work in accordance with the solicitation plans, specifications, drawings, required permits, terms and conditions at Indiantown Gap National Cemetery. The Design/Build (D/B) contractor shall provide all labor, materials, tools and equipment, and design-build services necessary for design and construction of a new, phase 1,500 + niche columbarium, 3,300 in ground cremains in burial sections, and additional repair/improvement projects throughout the cemetery. The D/B Contractor shall ensure the Architectural and Engineering (A/E) contractor provides a complete construction document package for the work as described in the Statement of Work (SOW). Cost Magnitude: Between $5,000,000 to $10,000,000 The Award of this future Contract is Subject to the Availability of Funds. The cutoff date and time for questions shall be May 23, 2017, 4:30 PM EST unless modified via amendment. Contract Duration: Performance period is approximately Five hundred and fifty (550) days from Notice to Proceed. NACIS CODE: 237990 SIZE STANDARD: $36.5 MILLION METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-PRICE CONSTRUCTION CONTRACT UNDER SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) SET ASIDE. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible SDVOSB responding to the solicitation. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB(s) in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. All bidders must also be registered in the Vets-4212 database which is mandatory prior to award of any federal government contract greater than $100,000.
