Description
The purpose of this amendment is to revise the Attachment A, Price/Cost Schedule and provide answers to vendor questions. Requirement Changes The following item is removed from this requirement; no quote is required for it. 0001F 2865B: MEDSYSTEM III ® DLE MULTI-CHANNEL INFUSION PUMP The following items are added to this requirement and shall be quoted on the Revised Attachment A, Price/Cost Schedule. 0007 Software Management Services (SMS) 0007AA SMS-1: Software Management Services (SMS) Level 1 0007AB SMS-2: Software Management Services (SMS) Level 2 0007AC SMS-3: Software Management Services (SMS) Level 3 VENDOR QUESTIONS & ANSWERS Question: In the event our OEM partners neglect to include Four Points as an authorized vendor at that time we will NOT be precluded from bidding. We would just need to provide our Authorized Reseller documentation at the time of bidding? Answer: To be considered for award, all the terms and conditions of the solicitation shall be met.   The solicitation states that, Distributors must be authorized distributors as certified by the OEM.   Certification would require a letter from OEM, on their letterhead and signed by company official, stating that the specific company is an authorized distributor. Question: We would like to bid on this solicitation since we are only one of two manufacturers with FIPS certification for infusion systems - see attached. As the contracting officer, would you accept our response for non-Alaris infusion pumps? Answer: As stated in the solicitation, this is a Brand Name Only requirement. Quoters must provide a quote for every CLIN listed in Attachment A and to be considered technically acceptable, the quoter must provide the exact specification/model number listed. Question: Please provide clarification on the instructions located in Section E Solicitation Provisions document, that state: Certifications and Representations - An authorized official of the firm shall sign the offer sheet and all certifications requiring original signature. The offer sheet should be dated and submitted on letterhead stationery.   An Acrobat PDF file shall be created to capture the signatures for submission. Is the VA requesting a hard copy original to be submitted by the due date or will an electronic email submission of the solicitation suffice? Please clarify. Answer: We are requesting a PDF document which may be emailed as an attachment. Question: On the JA document, it states that there is a desire to increase competition.   We do have a competing product, yet we were not allowed to bid.   I understand that the award is named.   I am trying to determine who was involved with naming the Alaris Product as the only one that meets the needs of the VA? Answer: The requirements were identified by the VHA Program Office (Program Manager for Non-expendable Medical Equipment) Question: We have product installed at some VA facilities today! Answer: This contract is a requirements contract for the Alaris Product in which it s used 100% throughout the hospital, thus those hospitals that are using another Brand/product will continue to be able to purchase those brands. Question: On the JA, step 7, it states The Government will continue to conduct market research to ascertain if there are changes in the market place.   How / Who do we engage to ensure we are part of market research in the future? Answer: The VA will continue to take input from the hospitals and the market on changes to include technology and hospitals usage/inventory to determine if there have been changes prior to issuing new contracts. Question: Is there an appeal process on this award?   If so, please explain how it is conducted. Answer: There has not been an award at this point, only the solicitation has been issued, but the process for protest is per the FAR and referenced in the solicitation.
