Description
It is the intent of the Missile Defense Agency (MDA) to issue a sole source solicitation to Aerojet Rocketdyne (Aerojet), 2001 Aerojet Road, Rancho Cordova, CA 95742-6418, to manufacture and deliver 522 High Level Attitude Control System (HLACS) Platelet Injectors, part number 1235707-1. The delivery dates for the HLACS Platelet Injectors will be by the end of calendar year 2017. The proposed contract will be executed on a sole source basis to Aerojet pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of redesign and manufacturing startup costs to the Government; and these costs are not expected to be recovered through competition. To date, Aerojet has developed and manufactured all HLACS platelet injectors, part number 1235707-1, that are currently used in the Ground Based Interceptor (GBI) Exoatmospheric Kill Vehicle (EKV) and in the development of the Redesigned Kill Vehicle (RKV). Further, the HLACS Platelet Injectors have been flown in all previous flight tests since the inception of the EKV, without failure. These parts are critical to the function of the EKV and future RKV GBI fleet. No other company has manufactured the HLACS Platelet Injector or integrated the element into the GBI fleet. Award to any source other than Aerojet would result in unacceptable delays in fulfilling the MDA's delivery requirements.
