- W91278-17-C-0016 FSC: 6110 NAICS: 334519 FBO Special Notice - Sole Source Subject: Provide and install new Woodward Atlas II Digital Controllers for the governors at Carters Pumped Storage Facility. Description: The Government intends to solicit and negotiate with only one source, General Electric (GE), under authority of FAR 6.302-1(a)(2). The U.S. Army Corps of Engineers (USACE) Mobile District has a requirement for to supply and install new Woodward Atlas II Digital Controllers for the governors at Carters Pumped Storage Facility. GE owns the proprietary software/programming in the Atlas controllers. They also own all of the existing drawings of the cabinet, mechanical hardware, wiring, etc. It is anticipated that a Fixed Price contract will be awarded. The NAICS code is 334519 and size standard is 500 employees. Interested persons may identify their interest and capability to respond to the requirement; however, this notice is NOT a request for competitive proposals. All capability statements received within fifteen (15) days after date of publication of this notice will be reviewed by the Government and considered. The notice publication date is 19 April 2017 and the deadline date is 03 May 2017. However, a determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
