Description
The US Army Contracting Command APG, Natick Contracting Division, on behalf of the US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract under FAR 13.106-1(b)(1) only one responsible source to Michael F. Broderick, 5 Maple Ave, Millis, MA, 02054-1116 to support day to day operations of the Combat Feeding Directorate's Food Pilot Plant. The US Army Natick Soldier Research, Development and Engineering Center, Combat Feeding Directorate, intends to award a firm fixed price contract to Michael F. Broderick because he has experience in operating, breaking down, cleaning, sanitizing and setting up food processing equipment (to include but not limited to: single and co-extruding bar formers, piston and auger fillers, transport pumps, steam jacketed kettles, mixers, dough sheeters, grinders, comminutors, mills, etc.). Michael F. Broderick has demonstrated experience with pilot scale food production runs and practical, a working knowledge of basic food analysis (water activity, pH, moisture analysis, viscometry and colorimetry). Mr. Broderick possesses an understanding of packing materials and specifically hermetic/vacuum sealing of flexible laminated foil packaging. He also has a working knowledge of pipe fitting, basic electrical wiring, and high pressure boiler maintenance procedures. Requirements: The Contractor shall ensure food pilot plant and its assets are properly cleaned, sanitized and maintained. a. General Requirements. The contractor's primary focus shall be to: 1) Ensure food processing assets in Combat Feeding Directorate's Pilot Plant are clean and sanitary and in top working condition on a daily basis. (2) Assist food technologists with prototype ration development and in-house ration production runs. (3) Breakdown, clean and reassembly food processing equipment to ensure proper sanitation, functionality and aesthetics are maintained. b. Specific Requirements: The contractor shall: (1) Perform basic food analysis on ration prototypes to include: water activity, pH, moisture, colorimetry, viscometry, etc. (2) Have experience with packaging ration products and ingredients in tri-laminate and quad-laminate flexible pre-formed pouches (ambient and vacuum packaging). (3) Assist equipment specialist with daily and/or weekly maintenance schedule for mission critical equipment assets: environmental chambers, refrigeration, freezer, HVAC systems, high pressure steam equipment and boilers. (4) Compile/generate inventory lists for pilot plant chemicals, paper goods and various consumables. (5) Maintain high pressure boilers to include: following daily blowdown procedures, sight glass replacement, steam trap maintenance, etc. This is not a Request for Quotes. No solicitation package is available. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
