- The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services at the following ten locations throughout the National Capital Region. 401 14th Street SW, Washington, DC DC0024 950 L'Enfant Plaza, Washington, DC DC0335 301 7th Street SW, Washington, DC DC0031 500 12th St SW, Washington, DC DC0040 470/490 L'Enfant Plaza, SW, Washington, DC DC0376 800 9th Street SW, Washington, DC DC0555 1201 Maryland Ave SW, Washington, DC DC0068 550 12th Street SW, Washington, DC DC0569 201 14th Street SW, Washington, DC DC0501 901 D Street SW, Washington, DC DC0343 The armed PSOs will protect federal personnel and property at federally owned and leased buildings. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed price provisions. Resultant task orders under this contract will be firm fixed price. This acquisition is being solicited under full and open competition. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO basic service hours for various locations throughout the National Capital Region are 1,980,000 hours for a 66 month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Secret Clearance is required prior to the date and time established for PSO's to begin standing posts. All questions must be submitted in writing to Contract Specialist Nancy Meghri at nancy.meghri@hq.dhs.gov. The solicitation will be issued on or about May 10, 2017. No documents shall be made available prior to solicitation issuance.
