Description
The BLM Oregon State Office plans to make a single source award to Marion County based on the below information. If you feel your company can satisfy this requirement, please contact the contracting officer at rmclellan@blm.gov no later than May 18, 2017. 1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY. Bureau of Land Management, Oregon State Office at: 1220 SW 3rd Ave, Portland Oregon 97204. 2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED. Procure construction services for parking lot and access improvements to the Little North Fork Park recreation site as a single source procurement to Marion County Parks and Recreation (5155 Silverton Road NE, Salem, OR 97305) to be issued as a firm fixed price purchase order under the procedures of Federal Acquisition Regulation (FAR) subpart 13.5. 3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCYS NEEDS (INCLUDING THE ESTIMATED VALUE). The Government requires expansion of the existing parking lot and construction of a paved American with Disabilities Act (ADA) compliant parking pad for handicap access to the restroom at the Little North Fork Park. In accordance with FAR subpart 36.204, the magnitude of this construction project is between $25,000.00 and $100,000.00. 4. AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACORS UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE. The authority permitting the single source consideration is FAR 13.106(b) - Soliciting from a single source. The 10-acre track of BLM managed lands is currently under a 25-year Recreational Public Purposes Act (RPP) lease to Marion County to manage and maintain the North Fork Park for the BLM. Under the lease agreement, Marion County is obligated to (a) construct and maintain thereon all buildings or other improvements necessary for such use..; (b) to improve and manage the lease area in accordance with the plan of development and management. including any modifications thereof approved by an authorized officer, and to maintain all improvements, during the term of the lease in a reasonably good state of repair; and (c) To take reasonable steps as may be needed to protect the surface of the leased area and the natural resources and improvements thereon. A title II grant was awarded to Marion County to support its management and obligation to maintain the site. This allocation is dedicated to Marion County for managing the site for BLM. In consideration of Marion Countys obligation under the lease, Marion County is the only source reasonably available to provide this service. 5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE BEST VALUE. It is determined that the order represents the best value because funding to Marion County in the amount of $32,500 from the Rural Schools Act was approved by BLM and the Resource Advisory Committee to provide for the management of the North Fork Park recreation site. The title II grant was awarded to Marion County and the allocation is dedicated to the county for this work given the price is determined fair and reasonable. 6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED. Market research was not conducted due to the existing lease relationship and obligation under the lease. 7. ANY OTHER FACTS SUPPORTING JUSTIFICATION. None 8. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERIVCES IS MADE. None. 9. CONTRACTING OFFICER CERTIFICATION THAT THE JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF THE CONTRACTING OFFICERS KNOWLEDGE AND BELIEF. See certifications below.
