Description
Sources Sought: FY16 DLA Standby Generator Replacement The U.S. Army Corps of Engineers Detroit District is seeking contractors for the FY16 DLA Standby Generator Replacement project located in Battle Creek, MI. The project consist of the following: Generators • Remove three (3) each existing 930 kW diesel emergency generator located indoors, including engine, engine- mounted accessories, alternator, controls, indoor muffler, remote radiator, and battery charger. Louver wall removal is required for extrication. • Remove existing indoor day tanks. -300 gallons each. • Remove existing fuel pumping systems and pipes. • Service/commission existing generator room air circulation devices, including fans and louvers. Commission system for proper operation and airflow to support the new generator plant. • Service/commission existing portions of the fuel storage system that shall remain, including the outdoor 5,000 gallon bulk storage tank, fill ports, and piping. • Provide a diesel fuel polishing system for the existing and new portions of the fuel storage system. • Provide design labor associated with the new generator installation. • Provide and install two (2) each 800 kW diesel emergency generator.EPA Tier 3 - including engine, engine-mounted accessories, Alternator, generator control panel, and indoor muffler. Mounted indoors on an existing concrete pad. • Provide and install remote radiator for gensets, located on roof,30'0" above gensets. • Provide and install battery charger for gensets, located indoors. • Provide and install new indoor diesel fuel day tanks and pumping systems, -300 gallons each. • Provide and install 800 kW permanent, outdoor, resistive load bank with digital controls, multiple load steps. Rate load bank 480 volts, 1.0 pf. Include start up, commissioning, and automatic controls to provide resistive load to generator plant when It Is under loaded during planned and unplanned operation. • Provide and install 1200A.480V, 3 phase.4 wire feeder bus from each generator into paralleling switchgear, 20'0" length. Paralleling Switchgear • Remove existing generator paralleling switchgear. • Provide and install temporary backup power while the generator paralleling switchgear is removed from service. • Provide and install new microprocessor-controlled generator paralleling switchgear with electrically operated circuit breakers, automatic switchgear operation with manual controls. 480Y/277 volts, 3 phase, 4 wire, 3000 amp, 65 kAIC. • Provide and install remote touchscreen for operation of the generator paralleling switchgear. Integrate networking options for status and alarms. • Provide design labor associated with the new paralleling switchgear installation. Restore elevators around Building 2 to backup power • Remove existing feeder and accessible raceway between 5-B-SWGR-C and ATS-2B-B-1A and replace with a new feeder, possibly with different routing. Work In congested tunnels with ACM. Existing feeder is assumed to be 1 set of 3#500 kcmil. • Provide new feeder between 5-B-SWGR-C and ATS 2B-B-1A, which shall conceptually be 2 sets of 3#500 kcmil and 1#3/0 ground in 3" RGS conduit. • Provide testing and calibration of the GE AK low voltage power circuit breaker in 5-B-SWGR-C that feeds ATS-2B·B-1A. • Provide design labor associated with the new feeder installation. Provide emergency system • Provide bypass isolation automatic transfer switch for life safety loads, 200 amp, 3 pole, 3 phase, 4 wire. Include remote monitoring capability. • Provide panelboard for life safety toads, 480Y/277V, 3 phase, 4 wire, 200 amps, NEMA 1. • Provide feeders for life safety loads, 30 total feeders. 4#4/0 and 1#4 ground in 2.5" conduit. • Provide distribution panel for Use safety loads. 480Y/277V, 3 phase, 4 wire, 600 amps, NEMA 1, electronic trip circuit breakers. • Provide feeders for life safety loads, 3 total feeders. 2 sets of 4#500 kcmil and 1#3/0 ground in 3" conduit. • Provide life safety system switchgear in Building 5, • 480Y/277V, 3 phase, 4 wire, 2000 amps, NEMA 1, electronic trip low voltage power drawout circuit breakers. • Provide design labor to document existing conditions and plan a new emergency lighting system In compliance with NFPA 70 and NFPA 101 for the entire complex. • Provide electrician labor to re-wire branch circuits and individual devices to the new emergency power system to provide current Code-compliant emergency lighting and exit signs. Provide standby power to Building 2A first floor • Provide new feeder between SWGR-1A-SB-01 and Building 2A first floor, which shall conceptually be 2 sets of 4#500 kcmil and 1#310 ground in 3.5" RGS conduit. • Tap new feeder to two existing panels and one existing enclosed circuit breaker, located in the same room. Remove existing feeders and connect to other riser panels if necessary. • Provide connections to HVAC equipment for Building 2A, first floor so that HVAC is operable when the electric utility is not available. • Provide design labor associated with the new feeder installation. Provide standby power to Building 2 basement - Fish Bowl call center • Provide new feeder between SWGR-1A-SB-01 and Building 2 basement, which shall conceptually be 2 sets of 4#500 kcmil and 1#3/0 ground in 3.5" RGS conduit. • Provide distribution panel,208Y/120V,3 phase,4 wire, 400 amps, NEMA 1,electronic trip main circuit breaker.(3) three-pole branch breakers. • Re-route feeders between bus duct and existing panelboards to the new branch breakers in the new distribution panel. Three feeders total, 30' length each, 4#4/0 and 1#4 ground in 2.5'' conduit. The estimated cost of construction is between $5 Million and $10 Million. The North American Industrial Classification System (NAICS) code is 238210 Electrical Contractors and other Wiring Installation Contractors, which has a size standard of $15 Million in average annual receipts. This is NOT an Invitation for Bid. This announcement is for planning purposes only. Qualified companies are encouraged to respond. The response to this notice shall be in summary format and shall not exceed six (6) pages, including the attached response form. In order to determine the extent of industry interest and experience in the project, interested contractors shall present the following information: 1. A completed Sources Sought Information Request Form located in this "Sources Sought" notice on www.FBO.gov. 2. If applicable, identification and verification of the company as a Small Business, HubZone, 8(a), Service Disabled Veteran Owned Business, and/or Woman Owned Small Business, subject to verification by the Small Business Administration. 3. A letter from the firm's bonding company verifying that the firm can be bonded up to the amount of this project (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars). 4. Past Experience - provide descriptions of three projects substantially complete or completed within the last ten years which are similar to this project in size, scope, and dollar value. Qualified companies, regardless of their size or socio-economic status, are encouraged to respond. No basis for claim against the Government shall arise as a result of a response to this sources sought or Government use of any information provided. The Government will not pay for information or comments provided and will not recognize any costs associated with submission of comments.
