Description
Masonry Repairs at the Edward MacDowell Dam Pre-Solicitation Notice. The U.S. Army Corps of Engineers, New England District is issuing a set aside for certified small business contractors for the construction of the Masonry Repairs project, located at the Gate Tower of the Edward MacDowell Dam in Peterborough, New Hampshire. The NAICS code for the work described below is 238140. The project is planned to be issued in June 2017, and will be set aside for Small Businesses. The construction will extend over a one-month period occurring in the summer or fall of 2017. The estimated magnitude of this project is between $250,000 to $500,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District. The location of work to be performed under this contract shall be at the Edward MacDowell Dam, located in Peterborough, New Hampshire. This project consists of the following components: • Install new external brick masonry expansion joints on all four sides of the gatehouse. • Install steel anchor rods at the corners. • Re-point all four walls of masonry in their entirety. • Replace all loose or cracked bricks. • Remove old failed paint on eight transoms by using hand tools such as chipping hammers or wire brushes. Transoms are one foot by 4 feet in size, and are located between the windows on each of the four walls of the gate tower. Paint is assumed to contain lead. Full containment is not required; however, the Contractor shall follow the appropriate best management practices to collect all cleaning residue and particles resulting from hammering and wire brushing for disposal off-site in accordance with all applicable Federal, State and local laws. • Apply an epoxy rust penetrating sealer product to the transoms. • Overcoat the sealer on the transoms with a paint product as recommended by the manufacturer of the sealer, in a color to match the existing color (green) of the existing paint system. This project consists of work at heights, and will contain fall hazards. This contract will contain a Definitive Responsibility Criteria, or DRC. In order to be found responsible, the apparent low bidder must demonstrate past experience on all of the following three work components. To demonstrate experience, bidders must summarize their experience on one or more past projects that must have been completed within the past five years. More than one project may be used to satisfy these requirements. 1. Implementing worker health and safety as well as environmental protection measures for both lead and silica exposure, as required by applicable Federal and State of New Hampshire Regulations. 2. Working at heights which required the use of fall protection equipment and providing oversight by a Fall Competent Person. 3. Installation of anchor points by a Qualified Person in Fall Protection. Bidders can use one or more projects per work component, above, to demonstrate past experience. Each work component must be addressed. If a subcontractor is used to complete a work component, that subcontractor must demonstrate his past experience in that work component. Bidders are not required to submit additional documentation related to this criterion at the time of bid. The Government will request supporting documentation from the bidder anticipated to receive the award, prior to award. Please note this solicitation is set aside for certified small businesses. This is not a request for proposals at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about June, 2017. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the Federal Business Opportunities website (www.fbo.gov).
