- This is a Notice of Intent to Award a Sole Source Contract using Federal Acquisition Regulation FAR Part 13, Simplified Acquisition Procedures. The US Army Contracting Command, Aberdeen Proving Ground Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground MD 21005. Specifications: The Contractor shall provide On-Line Regulation Subscription for Project Officers within U.S. Army Public Health Center (APHC), Environmental Health Sciences and Engineering Directorate (EHSE), Environmental Health Sciences Division, Environmental Health Engineering Division, and the MEDCOM Facilities Environment Office. • Daily updates of State, Federal, and territory (Puerto Rico & Guam) regulations, U.S. Code and Federal Register listings. • Individual account updates for regulations specifically requested via email. • Search capability allowing matches between State and Federal similar regulations with multiple ways to search for regulations using an easy key word search tool. • Site to include embedded active hyperlinks. • Enabled bookmarks for certain regulations for quick access. Ability for a One Group Manager to assign accounts to those who want specific access or a general account for up to 30 users. The Government intends to award a firm fixed price sole source contract to Sphera Solutions. The Associated North America Classification Systems (NAICS) Code is 511210 and the Business Size Standard is 38500000. All responses received within seven (7) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 12:00pm Eastern Time, Wednesday May 10,2017. Any responses to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
