Description
The Naval Air Systems Command (NAVAIR) intends to issue a contract action to Northrop Grumman Systems Corporation (NGSC), San Diego, CA, on an other than full and open basis for the procurement of Post Production Engineering Support Services in support of the BQM-34 and BQM-74 Targets, which are Over-The-Horizon (OTH) Target Control System (TCS) Targets. The planned period of performance is from January 2018 through December 2018, with an option for calendar years 2019, 2020, and 2021. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC is the sole manufacturer of the BQM-34 and BQM-74 Subsonic Aerial Targets and is the only source known that possesses the necessary knowledge, experience, and technical data that can meet the Government's requirements. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this Notice. The Government will consider all capability information received on or before 17 May 2017. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail, or facsimile to the attention of Diana Harritt using the contact information provided in this synopsis.
