Page 1 of 3 The Department of Veteran Affairs, National Cemetery Administration, is issuing an Invitation for Bid (IFB) number VA786A-17-B-0048, BID ITEM 1, GENERAL CONSTRUCTION: Installation of all work shown on the plans and described in the specifications including but not limited to: General construction, site alterations, roads, walks, grading, drainage, irrigation landscaping, mechanical, plumbing, electrical work, utility systems, and necessary removal of existing construction. Removal of existing site elements; walks, curb and gutter, pavement, underground utilities and systems, irrigation, landscaping, etc. shall be accomplished in such a manner as to avoid destruction of elements to remain. The contractor is responsible for coordination with the local utility company for electrical power to the building. Restoration of disturbed areas and conditions shall be performed as part of the work to provide a complete and fully functional facility. A single award will be made on Bid Item 1. This solicitation is 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Firms must be registered in the System for Award Management database at www.sam.gov and have completed online certifications and representations prior to award; www.cpscontractor.nih.gov and www.dol.gov/vets/vets4212.htm. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. NAICS Code: 236220 Standard Size: $36.5 Million Project Magnitude: Between $500,000 to $1,000,000. Period of Performance: 240 Calendar Days after Notice to Proceed. The Contract Specialist will not be able to answer any questions to this notice; interested parties must submit questions in accordance with the instructions listed in the IFB. Questions will be answered through an amendment to the solicitation. All interested parties should register via Federal Business Opportunities Interested Vendors List. It is the responsibility of the offeror to obtain solicitation and amendment information from Federal Business Opportunities. All amendments to this solicitation must be acknowledged.
