- Notice to Award Sole Source NOTICE OF INTENT The 502d Contracting Squadron intends to award a sole-source purchase order to NeoNeuron LLC, (cage code 6QBFO) 3463 Magic Drive, San Antonio, TX 78229, 210-582-0411, for the purchase of The Intrinsic Function and Structure in Multiple Sclerosis (IF-SIMS) Study Labs, to include but not limited to the following services: a. Provide derivation of pluripotent stem cells and subsequent differentiation and analysis of cells provided from skin biopsies. b. Derive, purify, and validate IPSC lines from skin punch biopsy or blood samples, and further differentiate these cells to various CNS cell types (validated with immunocytochemistry and/or gene expression), then perform single-cell transcriptions or additional phenotype analysis on these cell types. c. Provide all data and analysis to the principle investigator. There are few facilities that may be able to offer services to derive induced pluripotent stem cells from somatic cells in general, however NeoNeuron is the sole source to offer the additional service to differentiate induced pluripotent stem cells into specific population of neural stem cells in accordance with the performance work statement (PWS). The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, NeoNeuron LLC, under the authority of FAR 13.106-1(b)(1)(i). Interested persons may indentify their interest and capability of responding to this requirement of The Intrinsic Function and Structure in Multiple Sclerosis (IF-SIMS) Study Labs, or interested parties may submit quotes/offers. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. However, all quotes/offers for The Intrinsic Function and Structure in Multiple Sclerosis (IF-SIMS) Study received by the closing date and time of this Notice of Intent will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
