- This is a Request for Information (RFI) announcement only. This is not a solicitation. The purpose of this RFI is to gain knowledge of current market conditions relative to NAICS 621111, Offices of Physicians (except Mental Health Specialists) with a size standard of $11 Million. The Department of Veterans Affairs (VA), Network Contracting Office 23 on behalf of the Minneapolis VA Health Care System (SCVAHCS) is seeking to identify any Veteran-Owned Small Business vendors capable of providing the services of a physician to serve as the Blood Bank and Transfusion Service Medical Director and provide 24/7 on call coverage for the Minneapolis VAHCS Laboratory Service. The anticipated contract will be a firm-fixed price contract for a one year base, plus four one-year options. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are qualified Service Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB) with the capability of providing the below services: Scope: The Minneapolis VA Medical Center requires the services of a licensed physician who is a board certified/eligible Clinical Pathologist as well as board certified/eligible in Transfusion Medicine. Duties include, but may not be limited to, the following, and must be provided 24/7 either on-site or on-call by phone or pager: Provide oversight and direction for MVAHCS Transfusion Services Provide oversight and direction to the MVAHCS Laboratory Blood Bank including: Reviewing and approving new and revised procedures and practices of the MVAHCS Blood Bank and approving any deviations from written procedures or policies. Providing direction of the MVAHCS Transfusion Service Quality Management Program and abstract, compile, and report Performance Improvement data. Contributing to the Medical Education Program and Staff Continuing Education Program by annually providing at least 4 hours of lectures or small group sessions with lab staff and/or students Providing in-person onsite lectures for MVAHCS Physicians and clinical staff. Reviewing performance of clinical laboratory staff in MVAHCS Blood Bank. Serving as advisor for the distribution, handling, use and administration of blood and blood products. Providing professional and technical direction for the blood bank to assist Physicians and Laboratory Staff Assuring compliance of all procedures and practices with standards required by all pertinent accrediting agencies, to include FDA, AABB, CAP and Joint Commission. Being available on site and being able to represent the MVAHCS Laboratory Service at on-site inspections of the Blood Bank by the national accrediting agencies to include FDA, AABB, CAP and Joint Commission. Provide expert consultation on transfusion utilization practices and procedures in the medical center. Provide medical coverage on transfusion issues for clinical procedures performed at the MVAHCS including approving cases that deviate from the standard operating procedures. Participate on the MVAHCS Transfusion Committee including review of transfusion practices, review of physician ordering practices, and monitoring of the safety and adequacy of the blood supply. Conduct investigations of infectious complications and other adverse outcomes which may be due to blood or blood product transfusion. Act as a consultant to therapeutic apheresis services by writing orders, seeing patient, recommending frequency of care and writing progress notes. Tour of duty is expected to be four hours per day, five days per week for an estimated 1,040 clinical hours and an estimated 7696 on-call hours annually. Respondents are not limited to SDVOSB and/or VOSB vendors. The VA is seeking to identify all potential sources, with an emphasis on SDVOSB and/or VOSB vendors. Socio-Economic Status of business (example: SDVOSB, VOSB, etc.) What medical services does your company primarily provide? Are you, or have you previously provided Blood Physician services to any federal treatment facility? If so, please provide contract number(s) for the previous three (3) years. Will your company enter into a joint venture or other relationship in order to provide this service? Responses to this RFI market survey must be emailed to joel.felberg@va.gov. No telephone responses will be accepted. Responses must be received no later than 3:00 pm on May 17, 2017. No solicitation document is available at this time. This RFI is to acquire information only. Vendors interested in providing an offer will have the opportunity to respond to a Request for Proposal that shall be published separately at a later date.
