3D Indoor Dynamic Mapping Homeland Security Day Presentation 3D Dynamic Mapping-How_To_Apply_and_FAQs 3D Dynamic Mapping-Application OTS Call 7 (HSHQDC-17-R-00049) for 3D Dynamic Mapping Technical Call This Other Transaction Solicitation (OTS) Call (HSHQDC-17-R-00049) - 3D Dynamic Mapping is a call issued against Department of Homeland Security (DHS), Science & Technology (S&T), Silicon Valley Innovation Program (SVIP), 5-Year Innovation Other Transaction Solicitation (OTS), HSHQDC-16-R-B0005 (current issue). The OTS describes the overarching program details whereas the call describes the specific problem set. Responders have the need for a technology that provides real-time 3D mapping and visualization of the inside of building spaces under varying conditions. First Responders, in particular, firefighters and tactical law enforcement personnel, frequently operate in multi-story buildings under hazardous conditions. The Incident Commander (IC) ultimately is responsible for ensuring the safety of his operational personnel and a solution that provides the ability to generate a real-time model of a building during an emergency response scenario would assist the IC in ensuring the safety and tracking of his personnel. Ultimately, the technology should also have the ability to capture dynamic updates when structural changes occur (i.e. when the wall of a building collapses/crumbles mid-firefight) and render that information to the IC. This call is looking for a technology that provides the First Responder responding to an incident with situational awareness regarding the interior landscape of buildings. The 3D Dynamic Mapping project is comprised of the following technical topic areas (TTA): •TTA #1: Dynamic Mapping and Visualization of Building Interiors •TTA #2: Dynamic Capture and Rendering of Structural Changes •TTA #3: Navigation and Tracking •TTA #4: Communications Architecture We advise that you read the documents associated with this call: Technical Call : Provides the use cases, problem sets, constraints, technical and programmatic requirements and other pertinent submission information. Application : You must complete the application template provided with this call to be considered for award. Industry Day Files : Presentations, Attendee list and other documents from our Industry day The call is open through 12:00 PM PT May 3, 2018. Applications will be accepted on a continuous, rolling basis. Applications and Application resubmissions received after the closing date/time will not be considered for review. DHS S&T will evaluate applications four (4) times on a quarterly basis. The quarterly deadlines for submitting an application are: 07/28/2017, 10/27/2017, 01/26/2018 and 05/03/2018. Applications must be submitted prior to a quarterly deadline to be evaluated in the respective quarterly review cycle. Please complete the 3D Dynamic Mapping Application and submit to dhs-silicon-valley@hq.dhs.gov prior to the deadlines. Please also check this site for updates to the call. DHS may decide to close the call early. If this occurs, DHS will publish a notification 30 days prior to closing the call.
