Description
GENERAL: This is a pre-solicitation notice only and does not constitute a solicitation; accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Those questions will only be answered via an amendment to the solicitation once it is issued. The Veterans Benefits Administration anticipates issuing a solicitation for the following project. PROJECT TITLE: Remove and Replace Carpet PROJECT SCOPE: The work of this project is primarily to remove, depose of old carpet and install new carpet throughout the Regional Office St. Petersburg (317) facility. The carpet installation in the Regional Office will include the second floor perimeter ring, the third floor catwalk, the EEO Office and the ISO Office.  The installation will involve the removal and disposal of the old carpet; the preparation of the sub flooring for the new carpet installation; the installation of new carpet, the cleaning of the work area; and the conduction of a joint punch list review with the COR.  Contractor will provide an installation schedule to the COR prior to the beginning of the contract. Installation shall be done in several phases.  New carpet will be purchased and will be installed on a raised floor. PLACE OF PERFORMANCE: St. Petersburg VBA Regional Office, 9500 Bay Pines BLVD., St. Petersburg Florida. The solicitation number is VA101V-17-Q-0227. Specific instructions on submitting offers will be contained in the solicitation documents. It is anticipated that the solicitation will be issued on or about 24 May 2017, with offers due at least 30 days later. The entire solicitation package, including all attachments, will be available electronically at www.fbo.gov. Paper copies of this solicitation will not be made available. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with Veterans Administration Acquisition Regulations (VAAR) 836.204, the project magnitude is estimated to be between $25,000 and $100,000. PROCUREMENT TYPE: The Government anticipates soliciting and awarding a single firm-fixed price contract to meet this requirement. The Government will determine the best value by utilizing the Best Value source selection process in accordance with the procedures outlined in FAR Part 13. SET-ASIDE: This acquisition has been set-aside for Total Service Disable Veteran Owned Small Business concerns. Offers received from concerns that are not Total Service Disable Veteran Owned Small Business concerns will be considered nonresponsive and shall be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 238330and the small business size standard is $15 MIL. PROJECT COMPLETION DATE: The project timeline is expected to be approximately 90 calendar days following the issuance of the notice-to-proceed. SITE VISIT: It is anticipated that a Site Visit will be held. Specific details regarding the site visit will be provided in the solicitation. SYSTEM FOR AWARD MANAGEMENT: Offerors shall be required to have a DUNS number, an active registration in SAM, System for Award Management (www.sam.gov), and an active registration in VIP VetBiz, Vendor Information Pages U.S. Department of Veterans Affairs Office of Small & Disadvantaged Business Utilization (https://www.vip.vetbiz.gov/) in order to conduct business with the Federal Government.
