SOURCES SOUGHT HERMAN MILLER FURNITURE SYSTEMS SEEKING VETERAN OWNED SMALL BUSINESS WHO ARE AUTHORIZED DEALERS/INSTALLERS 05/04/2017 The Vets First Contracting Program within the Department of Veterans Affairs (VA) was created under Public Law, P.L. 109-461 for Service-Disabled Veteran (SDVOSB s) and Veteran-Owned Small Businesses (VOSB s). The Network Contracting Office 21 (NCO 21) Palo Alto contracting office issues this Sources Sought in accordance with (IAW) the Veterans First Contracting Program, the VA Procurement Policy Memorandum (2016-05), 38 U.S.C. 8127(d), and FAR Part 10 to determine if the Rule of Two applies. This sources sought is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Veteran Owned Small Businesses and Service Disabled Veteran Owned Small Businesses who are verified and capable of providing the requested product/services. The Rule of Two will apply by identifying and determining whether offers are likely to be received from two or more capable and verified SDVOSB s or VOSB s at a fair and reasonable price that offers the best value to the United States. SDVOSB s or VOSB s must be verified against the VA Vendor Information Page (VIP). If the Rule of Two applies, the anticipated RFQ/solicitation action will be appropriately set aside for SDVOSB s and (VOSB s). In the event the Rule of Two does NOT apply, the solicitation may be issued in the contracting order of priority set forth in VAAR 819.7004. Responses must include the following information/verification by the identified deadline. Reference subject RFI number addressed to the issuing Contracting Officer Identify SAM registration is Valid and provide proof https://www.sam.gov/portal/SAM/#1 Provide valid VIP verification https://www.vip.vetbiz.gov/ Provide dealer authorization from subject manufacturer. Provide available product information Identify if products are Open Market or on schedule. If on schedule, provide schedule number Provide approximate lead-time. Provide, approved service rates, price list, or supporting price/discount information to aid in determining if a fair and reasonable price will be offered.
