Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions" US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, Firm-Fixed Price contract with Automated Control Systems, Inc. (ACSI), 9611 NE 117th Avenue, Suite 2830, Vancouver, WA 98662. The purpose of this acquisition is to furnish PLC Training for our engineers involved with the new GDACS installation at the USACE South Atlantic Division and other upcoming new installations. GDACS PLCS are used to gather data, process and control Main Unit Generators and ancillary equipment in our Hydroelectric Powerhouses. ASCI developed and customized the GDACS PLC logic structure, programming process, and build process for USACE Projects, first of which took place in 1999. GDACS PLC training is only offered by the ACSI Company and are uniquely qualified to provide this product. Other companies' PLC training is not compatible with GDACS software. Without this GDACS PLC training, the engineers would not be able to develop and test new GDACS PLC programs for new GDACS installs to meet Projects' milestones and schedules. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 541511 Custom Computer Programming Services. The size standard as defined by the U.S. Small Business Administration is $27.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Daylight Time on May 19, 2017, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
