Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures, specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items; and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation is attached to this announcement. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-95, dated January 19, 2017. Solicitation # VA262-17-Q-0605 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award from this solicitation. The North American Industry Classification System (NAICS) Code is 561320 and the Small Business Administration s (SBA) size standard is $27.5 million for this procurement. This procurement will be issued as a total set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). As such, offerors must be verified as a SDVOSB under the applicable NAICS on the VA Center for Verification and Evaluation s website located at https://www.vip.vetbiz.gov. Please note this requirement needs to be filled immediately. The Government is aware that Credentialing (VETPRO) and Privileging process may take 4-6 weeks to complete and approve. Therefore, the Government is highly recommending offerors to seek candidates who have VA experience and have been through VETPRO / Privileging process as it should provide for an easier transition. When submitting your quote, please ensure the quote is your best initial offer, as the Government intends to award immediately after evaluations are complete. Description of Services: The Government is in need of four (4) Psychiatrists to provide psychiatric services for the VA Greater Los Angeles Healthcare System (VAGLAHS). The Psychiatrists will be providing services at the following facilities: One (1) FTE to provide services here: VA Sepulveda Ambulatory Care Center (SACC) 16111 Plummer St. North Hills, CA 91343 One (1) FTE to provide services here: VA Bakersfield Community-Based Outpatient Clinic (BCBOC) 1801 Westwind Drive Bakersfield, CA 93301 Two (2) FTE to provide services here: VA Santa Maria Community Based Outpatient Clinic (SMCBOC) 1550 East Main St. Santa Maria, CA 93454 The need will be for 1040 hours per Psychiatrist, with an expected period of performance of six (6) months. The Psychiatrists shall be qualified and provide services as outline in the attached solicitation / Performance Work Statement (PWS). Please see attached SF 1449 Solicitation for Performance Work Statement (PWS), applicable clauses / provisions, and other pertinent information relative to this solicitation. Place of Performance: VA Greater Los Angeles Healthcare System (VAGLAHS) at various facilities. Period of Performance: Six (6) months after award. Provisions 52.212-1, Instructions to Offerors Commercial, 52.212-2, Evaluation Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5 - Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items are applicable to this acquisition.
