- Draft SOW for NMO DCGS Services This is the final pre-solicitation notice for subject services. This pre­ solicitation notice replaces a notice posted December 5, 2016 for the same DCGS services which cited NAICS code 541690. The Government will not be responsible for any costs incurred by interested parties responding to this notice. The Virginia Contracting Activity (VaCA) will issue the solicitation within 15 days for the Distributed Common Ground/Surface (DCGS) System Support services, including the MASINT Metadata Harmonization efforts, which support the National MASINT Office's mission to execute the MASINT Functional tasks in direct support of the MASINT Functional Manager. The Government requires a contractor supported by staff who are familiar with this program. This effort is currently being performed by Riverside Research Institute under a fair opportunity task order HHM402-ll-D-0020-0007, which expires 31 May 2017. This procurement is solicited as full and open and all businesses large or small may propose. All personnel performing services must have a Top Secret/SCI clearance. In addition, all prime contractors must have a DCAA approved cost accounting system to allow for submission of a cost proposal for a cost-plus-fixed-fee contract type. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development, Defense, Other Services - Engineering and Development, 1000 employee small business size standard). Potential offerors must be currently registered in the System for Award Management (SAM) at sam.gov. A draft Statement of W ork (SOW) is attached to this Pre-Solicitation notice and contains sufficient infor m ation to permit potential offerors to make an informed decision about whether to participate in this acquisition. While comments or questions regarding the technical co n tent of this draft SOW may be submitted, no answers to such questions will be provided. If your question is not addressed in the final SOW released with the RFP then it must be re-submitted at that time. Following this pre-solicitation notice, the Government anticipates the release of the final RFP within 15 days, with a proposal response date, iaw FAR 5.203(e), of 2:00 p.m. EDT, June 19, 2017.
