- Modification #1: Question 1: Subtask 4.1 of the Terms of Reference in Annex IV of the RFP outlines requirements in the paragraph entitled "Transmission, Distribution and Interconnection Requirements" for the Contractor to "determine whether any potential land rights issues have been identified and analyzed and whether a plan exists to address potential conflicts related to any transmission/distribution layout issues." And concludes with a requirement that "if such analysis of land rights issues and/or plan to address potential conflicts has not been prepared, or is incomplete, the Contractor shall perform such analysis and prepare such plan." To bracket the level of uncertainty as to whether we may reasonably fulfill the RFP expectations in any reasonable time frame, to what extent have any power transmission (options 1 & 2) or natural gas distribution (option 3) routes been determined in previous studies, and what corresponding easement rights have been established? Answer 1: The Grantee has considered prospective routing for the various power supply scenarios that will be analyzed in the Study. For example, for the prospective 220 kV transmission grid connection scenario, the relevant Colombian authorities have granted their approval to connect to the transmission lines, and the power lines would be buried under streets and sidewalks, not through private property (except at the substation). For the prospective natural gas-related scenarios, easement rights should not be an issue since the gas pipeline crosses the Grantee's property. It is important to note that the TOR calls for the Contractor to perform a technical analysis in Task 4, it does not require the Contractor to obtain or register easements or rights of way.
