Description
1. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or obligation or commitment by the Government. Market research is conducted to determine the availability and capability of qualified businesses for the following service. 2. The Contractor shall furnish labor, equipment, transportation, and utilities for the production of blue rock basalt. The Contractor shall Weigh, Load, Deliver and Stockpile all requested materials to Firing Point (FP) 427 Staging area. Awardee is alerted that there is a potential for the presence of unexploded ordnance within the PTA from former U.S. military training in the area. 3. The Contractor shall provide portable or mobile rock crusher, equipment, materials and operator(s) to conduct crushing of the basalt blue rock to meet the specified size and gradation, as specified on each task order to American Society for Testing and Materials (ASTM) standards. The ASTM standards used for all material to be delivered under this contract is C33/C33M-11a Standard Specifications for Concrete Aggregates.. It can be purchased on line at www.astm.org/standards/c33.htm. The quarry site boundary will be clearly marked by the Government. 4. The Contractor shall provide a method of weighing the product prior to delivering it to the Government designated stockpile location. 5. Rock shall be crushed, screened, sifted, or sieved on-site, as required to meet the target gradation of the task order. Target gradations shall conform with the ASTM standard. Crushed rock shall be angular, sound, durable, hard, and resistant to abrasion, free from laminations, weak cleavages, undesirable weathering, leaching, and exfoliation tendencies. Stone shall be clean and free from impurities such as alkali, earth, clay, and refuse. 6. The Contractor shall produce crushed rock in the target gradations. The Contractor shall take samples for each task order and test the gradation for every 6,000 tons produced. If less than 6,000 tons are being produced for each week, a minimum of one production test is required. All gradation production testing will be performed by an independent laboratory verifying that the gradation meets the appropriate ASTM Standard. Test results shall be provided to the COR every week the crusher is in operation. If the actual gradations are not within the range of the percent passing through sieve, the Contractor shall adjust his process to correct the order and bring the material into target range before production continues. Test results shall be provided to the COR for acceptance within 2 working days of the test. 7. The Contractor is responsible to provide licensed/certified personnel, supplies and materials to perform blasting. All rock crushing operation shall meet all requirements of State Department of Health (SDOH). The Contractor shall provide dust control measures for crushing operation and stockpiling in accordance with the Clean Air Act. Crushed Rock Target Gradation 150mm (6-inch minus) 100mm (4-inch minus) 38mm (1-1/2 inch minus) 19mm (3/4-inch minus) Target Size Clean Rock (Riprap) - 36 inch 4 inch variance acceptable. Target Size Clean Rock (Riprap) - 12 inch 2 inch variance acceptable. Target Size Clean Rock (Riprap) - 6 inch 1 inch variance acceptable. The NAICS code is 212319 and the size standard is 500 employees. The estimated start date is 15 October 2017. Contract will be a firm fixed priced requirement type contract for commercial items. The Government is anticipating a term of base plus 4 option years.
