General Information Short Title: Real-time Position Management (RPM) Document Type: Pre-solicitation Notice Solicitation Number: N02RC72573-36 Posted Date: 5/5/2017 Response Date: 5/19/2017 Classification Code: 66 - Instruments and Laboratory Equipment NAICS Code: 334517 - Irradiation Apparatus Manufacturing (1000 Employees) Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E226 Bethesda, MD 20892, UNITED STATES Description The National Cancer Institute (NCI), Cancer for Center Research (CCR), Radiation Oncology Branch (ROB), plans to procure on a sole source basis, a Respiratory Gating for Scanners from Varian Medical Systems, Inc. 3120 Hansen Way, Palo Alto, CA 94304-1030. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 334517 and the business size standard is 1000 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract with two option periods. It has been determined there are no opportunities to acquire green products or services for this procurement. Contractor shall provide one Respiratory Gating for Scanners (RGSC) with the following salient characteristics: • System shall consist of a microprocessor-based controller, scanner interface, infrared camera (couch, wall or ceiling mounted), and a minimum of five (5) marker blocks. • System shall be able to characterize a patient's unique respiratory pattern using an infrared camera and reflective fiducial block mounted on the patient's chest, near the diaphragm. • System shall transmit this information to the Government-owned CT Simulator through an interface to control image acquisition on order to provide an image set synchronized with the patient's breathing pattern. • System shall utilize a sonogram/image database that is integrated with the Government-owned Varian ARIA Patient Management and Varian ECLIPSE Treatment Planning Systems. • Database shall provide this information to Government-owned TrueBeam STX accelerator control consoles in order to control and deliver respiratory gated radiation therapy. • System shall provide for retrospective 4-Dimensional (4D) image acquisition. • System shall provide for prospective image acquisition. • System shall provide for breath-hold, gated image acquisition. • System shall provide for audio breath coaching to assist the patient in establishing a stable breathing pattern. A visual, couch-mounted coaching device which connects to the system via wireless link shall optionally be available. • The product will be licensed for Varian RGSC software along with Microsoft Windows 7 or later operation system. • Contractor shall provide a 1 year warranty against defects in equipment and material. Warranty shall include software updates as applicable. • On-site installation, interface and configuration shall be performed by Contractor personnel who are appropriately authorized and trained. • The Contractor shall provide one and one-half (1½) days of off-site training for one (1) physicist or therapist on the principles, practice and clinical implementation of respiratory gating in radiation oncology. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on May 19, 2017. All responses and questions must be in writing and faxed 240-276-5401 or emailed to David Romley, Contract Specialist OR via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
