Description

THIS IS A PRESOLICITATION NOTICE ONLY: THIS IS NOT A REQUEST FOR PRICING. The Veterans Benefits Administration, Honolulu, HI Regional Office is seeking the services of a certified Service Disabled Veteran Owned Small Business that will provide materials, labor, tools, equipment, transportation, and qualified supervision. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for 1st floor and partial 2nd floor Veteran Benefits Administration Honolulu Regional Office Renovation at Tripler Medical Center, East Wing, as required by drawings and specifications. THIS REQUIREMENT WILL BE 100% SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES. Offices of HDR Architecture, Inc, as Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting Officer or his duly authorized representative. The NAICS code for this procurement is 236118 with a small business size standard of $36.5M. All work shall be completed within Three Hundred (300) calendar days from receipt of the Notice to Proceed. This includes final inspection, punch-list, and clean-up. The estimated dollar amount of this procurement is between $1,000,000.00 and $5,000,000.00. Solicitation will be posted on/about June 12, 2017. A pre-proposal walk-through will be held on or about one week after the posting of the solicitation. These dates are estimates. The actual dates will be stated in the solicitation. The Contracting Officer s email address is Len.Wisneski@va.gov. Firms submitting a proposal must be registered at both the System for Award Management (SAM) and Vet Biz (CVE Certified). The Online Representations and Certifications (SAM) must be completed by each firm submitting a proposal prior to the due date. Important Notice: Apparent successful offeror must apply for and receive verification from the Department of Veteran Affairs Center for Veterans Enterprise (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offeror must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises at the time of submission of proposal. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz at the time of proposal submission will result in the offeror's proposal being deemed non-responsive.
