- Solicitation Project Information The U.S. Department of Labor (DOL) seeks the services of a qualified Service Disabled Veteran Owned Small Business (SDVOSB) for the Design-Build – Roofs and Accessories Replacement – Building 1at the New Haven Job Corps Center in New Haven, Connecticut. This project is to provide design and construction services for the complete removal and replacement of an approximately 36,000 square foot roofing system and replacement of some of the equipment on Building 1. Work on this project includes replacing the existing TPO membrane over poly-iso insulation roof with an EPDM membrane installation over new poly-iso insulation roofing system. Additionally, the work involves replacing two roof top air handling units along with several rooftop mounted exhaust or air intake units of various sizes and complete removal and disposal of one unused rooftop surface mounted ductwork and ventilation assembly. Period of Performance NTP to Substantial Completion: 209 calendar days NTP to Contract Completion: 239 calendar days Evaluation Factors The prime evaluation factor is as follows: 1. Prime Vendor’s Experience/Past Performance The sub evaluation factors are as follows: 1. Previous Project Experience Similar to this Project’s Size and Scope (At least 3 projects within the last 5 years). Provide location and the project (City, State), the project value, and a brief and concise description of the project scope. 2. Prime Vendor’s Project Superintendent Experience of Projects of Similar Size and Scope (At least 3 projects within the last 5 years). 3. Previous projects performed in comparable weather areas. 4. Firm certified by National Roofing Manufacturer for warranty purposes. 5. Safety · Prime Vendor’s OSHA certification credentials. Bid Guarantee A bid guarantee is required for this project. Who May Respond Interest in this pre-solicitation announcement is open to all SDVOSB type businesses relative to the primary NAICS code 236220 with a Small Business Standard of $36.5 million. The magnitude of this procurement is between $500,000 and $1,000,000. All interested firms shall be registered via the System for Award Management (SAM) internet site at https://www.sam.gov/portal/SAM/##11. Site Visit The site visit will take place on Thursday, May 18, 2017 at 11:00 a.m. Eastern Time at the New Haven Job Corps Center.
