Department of Veterans Affairs Veterans Health Administration VA701-17-N-0139 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE The Program Contracting Activity Central (PCAC) Department of Veterans Affairs - Veterans Health Administration (VHA) Office of Informatics and Information Governance (OIIG) intends to award, on a sole-source basis, a fixed price purchase order to Organization for the Advancement of Structured Information Standards (OASIS) 25 CORPORATE Drive, Suite 103 Burlington, MA 01803 under the Authority of FAR 13.106-1(b). As VA is the lead for an OASIS effort creating national-level healthcare security profiles and is also a Federal Organization with a healthcare mission, and one of the largest healthcare providers in the country. The consortium produces more Web services standards than any other organization along with standards for security, e-business, and standardization efforts in the public sector and for application-specific markets. Open as a consortium of vendors and users devoted to developing guidelines for interoperability among products that support the Standard Generalized Markup Language (SGML) and the Extensible Markup Language (XML) and other related standards. OASIS is one of only two key (Tier 1) standards development organization that VA participates in to create technical specifications that allow VA to securely exchange veteran healthcare information with DoD and other business partners. OASIS embodies unique policies, processes, and programs that promote diversity and innovation and deliver core benefits to all organizational members, which allows for opportunity to accelerate interoperability, build partnerships, gain valuable insight, and profit by association. Sponsor Level membership provides VA the full range of benefits that vendors (of all sizes), larger user organizations, and government agencies need. The Sponsor category combines unlimited Committee participation with essential marketing and visibility benefits. Sponsors are featured and quoted in OASIS press releases, they participate in interoperability demos, workshops, webinars, and presentations at conferences, their logos and links appear throughout the OASIS web site--they support the adoption activities that grow the market for standards-compliant products. Members have the opportunity to leverage their participation in the consortium to expand markets, advance new ideas, and protect their interests, while collaborating within a safe, neutral environment; This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.
