Description
Draft Delivery Estimate Draft DD254 Draft PWS The MPCAD program is posting this Special Notice for market research, planning purposes and to allow comments from industry. This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the feedback provided. No solicitation document exists or is guaranteed to be issued as a result of this Special Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any feedback submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Special Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The MPCAD program is issuing this Special Notice to receive feedback from industry regarding the attached Draft Performance Work Statement, DRAFT Performance Specification (PSpec), DRAFT Delivery Schedule, and DRAFT DD 254 for the Multi-Phase Chemical Agent Detector (MPCAD). Submission Instructions: All comments to this Special Notice must be received by 3:00PM EST on 16 May 2017. Submission shall: 1. Use Microsoft Word or Adobe Portable Document Format (PDF). 2. Shall be emailed to the three email addresses provided below: Angel.Y.Quander.civ@mail.mil Traci.L.Sheely.civ@mail.mil James.M.Hughes88.civ@mail.mil OBJECTIVE: The objective of this effort is to design, develop, test, produce, and support the MPCAD configurations (Army/Marine Corp Dismounted, Air Force Dismounted, Army Mounted, and Navy Mounted). The PSpec includes a description for each configuration. The requirement is for the MPCAD systems Engineering and Manufacturing Development (EMD) Phase, Low-Rate Initial Production Phase, and Full- Rate Production Phase. In addition, this effort will support the design and development of a Technical Data Package (TDP) for Consumables and a TDP for Interfaces. The attached draft MPCAD PSpec does not include the Navy Mounted requirements at this time. The MPCAD PSpec is an export-controlled document in accordance with the Arms Export Control Act (Title 22, U.S.C., Sec 2751 et seq.). As such, only vendors authorized to receive export-controlled information will receive access. If a solicitation is released, the restricted access will apply. The Draft PSpec is only accessible to authorized vendors, through Federal Business Opportunities under this Special Notice. The Government anticipates that the prime contractor shall be required to have personnel with a security clearance of at least secret and a Facility Clearance to receive, store, and process information of at least the secret level. The Government anticipates requiring the offeror(s) to demonstrate performance against at least one of the classified threshold chemicals in the MPCAD PSpec classified annex. The Government will provide access to the annex if a solicitation is released. Access to classified documents referenced in the MPCAD PSpec will be required, if a solicitation is released. The Government anticipates holding a classified reading room for potential offeror(s) to view documents. Potential evaluation factors are: 1) Support and Ownership, 2) Technical Approach, 3) Producibility & Manufacturing 4) Past Performance, 5) Small Business Participation, and 6) Cost/Price.
