Description
SOURCES SOUGHT FOR THE GUIDED MISSILE MAINTENANCE PLATFORM REFERENCE NUMBER: Guided Missile Maintenance Platform Production 2017 NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 336419 which has a corresponding Size standard of 1000 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This announcement is a Sources Sought Synopsis and is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein. PROGRAM DETAILS: The Air force is issuing this replenishment spare production sources sought announcement as part of a market survey for replenishment spare production of the Guided Missile Maintenance Platform. The Guided Missile Maintenance Platform (GMMP) will provide maintenance technicians with the ability to maintain LGM-30 Minuteman series guided missiles at the Launch Facility (LF). GMMP is an item of self-contained portable ground support equipment that is transported to LFs as required to perform missile maintenance. The GMMP is a two-person lift platform consisting of the support structure assembly, work platform assembly, and loose items installation (container), Launch Equipment Room (LER) hoist assembly, used to raise and lower the support structure in the silo and must be removed and maintained at the using activity. The following is the Nomenclature, National Stock Number and Part Number: Guided Missile Maintenance Platform NSN; 1450-01-441-4107. Part No. 33307-40000-10 Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to producing GMMP's. The Government has data and drawings sufficient to qualify new sources. Currently the Air Force is aware of one qualified source that can produce a GMMP. It is: Textron Systems/AAI Corporation (Cage Code 97384). This company has previously manufactured the GMMP using Air Force drawings and specifications. Failure to procure this item from a fully qualified source can result in operational failures that will compromise the mission capability of the Minuteman III Missile System. CAPABILITIES: The respondent must be able to demonstrate the ability to obtain or create those resources necessary to produce the GMMP. RESPONSE: Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. If interested, please let the Contracting Officer know as early as possible. White paper responses to this Notice are due no later than 4 June 2017. Parties interested in producing GMMPs will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS).
