PLEASE REVEIW THE "SOLE SOURCE" AND "STATEMENT OF WORK" NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), intends to award a firm fixed price sole source procurement with SIRSI Corporation 3300 North Ashton Blvd Lehi, UT 84043 to provide: SIRSI Annual Maintenance Renewal. The circumstances permitting Other Than Full and Open Competition is Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any sources exist, and therefore, no Request for Quote (RFQ) is available. This notice of intent is not a request for competitive quotes; however, all information received by will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon the responses received from this notice is solely within the discretion of the Government. Response Time- Request for Quotation will be accepted at the Naval EOD Technology Division, 4081 N. Jackson Road BLDG. 841 Indian Head, MD 20640-5070 not later than 0900 (09:00 a.m.) Easter Standard Time on 19 May 2017. All quotes must be marked with RFQ number and title. STATEMENT OF WORK For SIRSIDYNIX SYMPHONY SOFTWARE MAINTENANCE •1.0 PURPOSE: The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) is seeking a commercial firm fixed price contract for Maintenance on our existing SIRSI SYMPHONY software for a period of one year. The Technical Library has a requirement for annual Symphony Software Maintenance. The software is currently in use on a Secure Internet Protocol Router Network (SIPRNet) system and is Department of Navy (DON) Application & Database Management System (DADMS) (DADMS ID # 88589) approved. 2.0 SCOPE OF WORK 2.1 Contractor Manpower Reporting Application (CMRA) The contractor shall report contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for SIRSI SYMPHONY maintenance via a secure data collection site. Contracted services excluded from reporting are based on Product Service Codes (PSCs). The excluded PSCs are: (1) W, Lease/Rental of Equipment; (2) X, Lease/Rental of Facilities; (3) Y, Construction of Structures and Facilities; (4) D, Automatic Data Processing and Telecommunications, IT and Telecom- Telecommunications Transmission (D304) and Internet (D322) ONLY; (5) S, Utilities ONLY; (6) V, Freight and Shipping ONLY. The contractor is required to completely fill in all required data fields using the following web address https://doncmra.nmci.navy.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk, linked at https://doncmra.nmci.navy.mil. 2.2 The contractor shall be authorized to sell SIRSI SYMPHONY software licenses and provide technical support as outlined below under the support section. Coverage includes maintenance on NSWC IHEODTD's existing installation of Symphony library automation software (30-95000-110). The specific required maintenance support includes technical support for the following library automation software line items: 30-95000-110 Symphony 30-95000-500 Seria l s 30-95000-510 Acquisitions 30-95000-600 Cataloging 30-95000-610 Circulation 30-95000-100 Enterprise 30-95002-110 SirsiDynix PAC 30-95002-300 Portfolio Subscription A. License Scope: NSWC IHOEDTD is in need of a non-exclusive, non-transferable license to use the SIRSI SYMPHONY software on a classified Secure Internet Protocol Router Network (SIPRNet) operating environment. NSWC IHEODTD will use this software for our own internal purposes, in accordance with the documentation provided with the Software, and as provided for under the terms of this Agreement. B. Ownership and Use Rights: NSWC IHEODTD does not intend to (1) sell, license, lease, lend, loan or otherwise transfer possession of any physical object containing the Software to any person or entity, or otherwise distribute the Software, or use the Software as a part of a service bureau, Application Service Provider (ASP), or similar structure that allows third parties to use or benefit from the use of the Software, whether over the internet or otherwise; (2) copy, reformat, rearrange, excerpt or modify, disassemble, decompile, or otherwise reverse engineer all or any part of the Software for any purpose, except that You may make one copy of the Software for archival back-up purposes only; (3) remove any proprietary marks, disclaimers, legends, and copyright notices that appear in any copy of the Software or any portion thereof; or (4) download onto, copy onto or use each licensed copy of the Software on more than one personal computer or access device at any given time. C. Duration: 1 year Period of Performance (POP) D. Permitted Use: NSWC IHEODTD will be granted a non-exclusive non-transferable license to use on a classified Network. E. Warranties: During the warranty period, all claims for defective goods or lost shipments shall be honored at no charge. F. Support: Vendor will provide telephone and email Technical Support for the entire Service Life of the product during the hours of (7:00 AM to 3:00 PM U.S. Eastern Time) for its software and database products. Vendor will provide free software upgrades, patches, and fixes on all newly-licensed products for a grace period of one (1) year after the date of original license. Contractor will fix bugs and defects at no charge to the government throughout the duration of the POP. Th e p r ovi d e r w il l no t h av e acc e s s t o th e ne t wor k f o r th e pur p ose o f te c hni c a l s up p or t a n d t h ere f or e mus t provide a r ange of optional channels for support and communication of software questions and issues. These required channels include: •(1) A Telephone help desk center available during published hours. •(2) Ability to submit questions and problems 24 hours a day, seven days a week via email or a Web-based form. •(3) 24/7 critical service customer support during a system outage.. •(4) Scheduling of after-hours (outside of our normal business hours of 0700-1600 services to mitigate downtime. •(5) Symphony specific self-service options - such as current FAQs, a knowledge base, discussion forums, and appropriate documentation. •(6) Responses and updates on all reported issues. •a. Issues will be assigned one of three priority levels with response times as described below: • i. Priority 1 (SIRSI software is completely inoperable, online catalog is unavailable, or there is a critical impact to business processes. incidents will be assigned to a technician who will begin researching the incident within 1 hour. The site contact will receive and update at least every two hours. • ii. Priority 2 (SIRSI software is operating in a limited capacity and not capable of performing all required business functions) incidents will be assigned to a technician who will begin researching the incident within 24hours. The site contact will receive at least weekly updates until the incident is resolved. • iii. Priority 3 ( SIRSI software is operating with a slight degradation but operations are able to continue) incidents will be assigned to a technician who will begin researching the incident within 48 hours. The site contact will receive at least weekly updates until the incident is resolved. •(7) Provide patches/updates to existing installation at no additional charge as required. Documentation will be current to the most recent release of each SIRSI Dynix software item. Patches, updates and documentation will be made available for download immediately upon release via the web-based self-service area. •(8) Provide library staff the means to escalate any incident either by requesting a higher priority assignment or by requesting supervisor/management review. •(9) Performance monitoring and a means to provide feedback. •(10) If onsite technical support is required provide technicians with a secret clearance.
