- ARMED SERVICE FROZEN BLOOD PROGRAM, Plasma - Preparation Tube (PPT) Specimen Inventory and Management Support, Pre-solicitation Synopsis - Solicitation HT0011-17-R-0011 This is a SOLICITATION NOTICE. The solicitation associated with this notice will not be available until APPROXIMATELY 15 DAYS from the date of this notice. Contractors should not contact the Contract Specialist or Contracting Officer seeking the solicitation as it will not be available until APPROXIMATELY 15 DAYS after this notice. However, this is a commercial item/service acquisition and therefore, the Contracting Officer may establish a shorter period than 15 days for issuance of the solicitation if needed. The solicitation will be posted to Federal Business Opportunities; the Government-wide point of entry. Please continue to monitor FBO for updates. The Defense Health Agency (DHA) has a requirement for the procurement of contractor support to the DHA Armed Service Frozen Blood Program, Armed Services Blood Program Office (ASBPO, and Service Blood Program Offices of the Army, Navy, and Air Force) supporting the Plasma Preparation Tube (PPT) specimen storage and inventory management support. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the receipt, specimen storage, specimen and inventory management support, aliquoting, shipping, and destruction of Plasma Preparation Tube (PPT) specimen in support of the Armed Services Frozen Blood Program. This acquisition will be solicited as Open Market, utilizing Federal Acquisition Regulation (FAR) Part 15, contracting by negotiation procedures, pursuant to Part 12, Commercial Items. All qualified companies may submit a proposal which shall be considered by the agency. The Government's intent is to award a firm-fixed price contract, with award anticipated no later than July 31, 2017, utilizing a Performance Work Statement (PWS). The period of performance will be a 12 month base period (including 30 day transition in) and will include four 12 month option periods (including 30 day transition out). The NAICS code for this requirement is 541380 - Testing Laboratories -Any interested Contractor must be registered in the System for Award Management (SAM) at www.sam.gov. Any prospective bidder's SAM registration must include the applicable NAICS code 541380 for this acquisition. The due date and time for submission of proposals will be specified in the solicitation. The solicitation will be available on or about May 22, 2017. Offerors shall be responsible for monitoring the website for amendments to the solicitation until it closes. The RFP must be retrieved and downloaded from FedBizOpps at www.fbo.gov. No hard copies of the RFP will be issued. All amendments will be posted and must be retrieved from this website. No solicitation mailing list will be compiled. Hand-delivered and mailed submissions of proposals will not be accepted. Proposals must be sent electronically via email submission no later than the date and time specified in the solicitation
