- The Naval Air Systems Command (NAVAIR awarded a cost plus fixed fee Delivery Order (DO) under a Basic Ordering Agreement (BOA) on a sole source basis with Lockheed Martin Mission Systems and Training (LM MST) in Owego, NY. This contract is for support to the H-60 air platform variants procured by the NAVAIR Multi-Mission Helicopter Program Office (PMA-299). The Contractor shall provide technical, management, and process support necessary to support testing of the MH-60R/S operational software, vendor software, maintenance-related software, and laboratory support software. The Contractor shall provide prime technical expertise to Patuxent River, MD H-60 test teams at AIRTEVRON TWO ONE (HX-21) in the conduct of testing, in particular for obsolescent parts, regression, and upgrades for new capabilities. The Contractor shall support required Government tests of the software and hardware. This action was awarded on a sole source basis to LM MST in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" because they exclusively designed and developed the H-60 Avionics and the MH-60R/S Common Cockpit and was awarded the initial and subsequent production contracts as well as all subsequent changes and improvements in production. They are the only source with the requisite skilled personnel having the technical data, experience and knowledge of the design, fabrication, and production of the H-60 aircraft to perform these efforts in a timely and cost effective manner.
