Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Center of Cancer Research (CCR), Laboratory of Tumor Immunology and Biology (LTIB), plans to procure, on a sole source basis, an xCELLigence RTCA-MP Equipment Package by Acea Biosciences, 6779 Mesa Ridge Road #100; San Diego, CA 92121. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The Laboratory of Tumor Immunology and Biology (LTIB) requires an xCelligence RTCA-MP package to develop novel immunotherapeutic treatments for human carcinoma, and to measure cytoxicity of tumor cells in real time over 96 hours in a non-radioactive manner. One aspect of the LTIB's studies is identifying and quantifying the impact of its various treatments on the lysis of various tumor cell lines. It currently performs these assays utilizing a radioactive technology, which is limited to 5h cytotoxicity measurements. The need that this equipment satisfies is to achieve an essential aspect of its research program, which aims to provide the pre-clinical rationale for all of the clinical trials performed by the LTIB within the National Cancer Institute. The Contractor shall provide the following: TECHNICAL REQUIREMENTS: Specifications/characteristics that are required include: One (1) - RTCA MP Station with the following specifications: • Electrical interface: handles six (6) 96-well electronic microtiter plates • Plate interface time: less than five (5) seconds for each plate • Measurement rate: <10 seconds per measurement for one (1) electronic microtiter plate or <one (1) minute per measurement of six (6) electronic microtiter plates • Dimensions: The instrument can be placed inside a 37˚ incubator for real time monitoring of cell toxicity/cytotoxicity One (1) - RTCA Analyzer with the following specifications: • Output test signal: 22mV ms+/_ (2% +5mVms) @ 10, 25 and 50 kHz • Impedance Measure Accuracy: ± (1% + 1.5 ohm) • Communications: RS232 serial communications at a band rate of 9600 bits/second • Dimensions: The instrument can be placed inside a 37˚ incubator for real time monitoring of cell toxicity/cytotoxicity One (1) - RTCA Control Unit with the following specifications: • Laptop computer capable of running RTCA Software • Flexible experimental protocol setup • Real-time data acquisition • Real-time numeric and graphic data display • Can be placed in a 37˚ tissue culture incubator and is designed to withstand the high temperature and humidity • Cells can be imaged directly on the devices using a standard laboratory microscope • Hands-free Real-time monitoring of cytotoxicity over 96 hours. • Data analysis software package is fully integrated into the control software and offers specialized algorithms • Provide in-building delivery, and install the instrument • Provide no less than one (1)-day on-site training, demonstrating how to use the instrument, associated software, and how to perform preventative maintenance • Provide a standard one-year warranty to include no less than two (2) preventative maintenance assessments of the instrument DELIVERY & INSTALLATION: Contractor shall deliver the instrument within 30 days after the award to: NIH/NCI 10 Center drive, Room 8B13, Bethesda, MD 20892. Upon delivery, Contractor must notify the NCI Technical Point of Contact to schedule the delivery date and time, as well as the date and time of the training on the usage of the equipment. PAYMENT: Payment shall be made in arrears after delivery, installation, upon Government acceptance of the specified equipment, training completion, and submission of an invoice to the address shown in the award. ACEA biosciences has developed proprietary impedance-based assay technology that allows the real-time assessment of loss of cell impedance (as a surrogate measure of loss of cell viability) in a variety of plate formats along with software for interpretation of results. This technology is not available from other sources, and is required to allow the LTIB to rapidly translate its findings to the clinic wherein it can help improve T-cell based immunotherapies in cancer patients. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 2:00PM EDT, on May 14, 2017. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
