- Page 1 of 1 The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole-source, firm fixed contract to ELR Consultants, LLC, 677 Emory Valley Road Suite A, Oak Ridge, TN, 37830-7739. The contract is expected to be awarded under FAR 13.501(a) and in accordance with 38 USC §8127(c), as implemented by VAAR 819.7007. A Justification and Approval for Other Than Full and Open Competition has been prepared. The period of performance shall be a base year of 6/3/2017 through 6/2/2018, with four one-year option periods. The contract will be for ELR Consultants, LLC, to provide Hazardous Waste Services for the Nashville and VAMC and surrounding CBOC locations. NAICS code: 562112, Hazardous Waste Collection (SBA Size Standard $38.5 Million) The services required meet Department of Veterans Affairs' legal obligation to continue to receive, without interruption, Hazardous Waste Collection services which are vital to patient care. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later than May 11, 2017, 4:00 PM, CT. A determination not to compete this requirement is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) and Vendor Information Pages (VIP) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with Response to Intent to Sole Source for Hazardous Waste Collection Services (VA249-17-N-0696) in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Michael Edwards by email at Michael.Edwards2@va.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing service.
