AUDIO DESCRIPTION & VIDEO CAPTIONING This announcement constitutes a Sources Sought (market research). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Purpose of Sources Sought The Office of the Comptroller of the Currency (OCC) is requesting information from all qualified vendors to determine whether capability and interest exists for the Audio Description & Video Captioning requirement. This Sources Sought is intended to inform the OCC on the current status of industry sources that can provide both Audio Description & Video Captioning services to make its videos fully compliant with the applicable sections, 1194.24( c) ) and (1194.24.(d), of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794 (d)). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background on the OCC The Department of the Treasury is the primary Federal agency responsible for the economic and financial prosperity of the United States. The Treasury is organized into departmental offices and operating bureaus. The bureaus carry out specifically assigned mission operations. A primary mission operation is the corporate governance of financial institutions. As a bureau, the Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports both the citizens and the economy of the United States. The Comptroller is a presidential appointee with offices headquartered in Washington, D.C. The Comptroller also serves as a director of the Federal Deposit Insurance Corporation (FDIC). The OCC has approximately 3900, employees, 60% of whom are highly mobile, in locations throughout the United States. OCC employees and assets reside at the headquarters office in Washington, D.C.; a data center in Ashburn, Virginia; and four district offices in Chicago, Dallas, Denver, and New York. The OCC's Office of the Ombudsman is located in Houston. The OCC also operates field offices and satellite locations in cities throughout the United States, with resident examiner teams assigned to the largest banking corporations and an examining office in London, England. The OCC's nationwide staff of examiners conducts on-site reviews of national banks and provides sustained supervision of bank operations. The agency issues rules, legal interpretations, and corporate decisions concerning banking, bank investments, bank community development activities, and other aspects of bank operations. Requirement Description The OCC's Chief Information Officer (CIO) hosts a monthly Town Hall meeting for staff within the Information Technology Services (ITS) organization. The Town Halls are video-taped and last between sixty (60) and eighty (80) minutes. The Town Hall meetings feature one speaker, the CIO, are sometimes accompanied by Power Point presentations, and field questions from the audience during the final minutes of the meeting. The meetings are presented via Skype for attendees who cannot attend in person. Questions for the CIO are asked by audience members who are present at the meeting, and others come in via Skype for Business and are read aloud by the CIO to the audience. The CIO anticipates hosting one Town Hall each month which would need to be video captioned in a.SMI file type using MS Video, and also have audio description. Submission Requirements In order for the OCC to determine whether any small businesses are qualified to serve as the prime contractor for this scope of work, interested parties should provide the following information: 1) Name of company with address, point of contact, phone, email, and website address, if applicable. 2) CAGE Code and DUNS number 3) Contract vehicle information if you believe the OCC can use a Government wide Acquisition Contract (GWAC) to obtain these services. 4) Size of business and socioeconomic status (i.e., small, 8a, small disadvantaged business, woman owned, etc.) 5) Suggested NAICs code -Please suggest a NAICS code which you believe to be the most appropriate. 6) Statement of capability demonstrating your firm's ability to meet the requirement. 7) If a commercially available price list is available, please provide the list. If the price list is available on the internet, please provide a hyperlink to the location of the price list. 8) Past-performance reference where you have done both video captioning and audio description for videos. 9) Rough Order of Magnitude for implementation of the GRC as a fully managed service. Response Instructions Responses are due via email no later than 1:00 PM ET, on Thursday, May11, 2017 to Karen A.
