Description
Electronic procedure will be used for this solicitation. Pre-Solicitation Number: FA8251-17-R-0050 Notice Type: Synopsis Synopsis: This is a 15 day Synopsis for an upcoming Solicitation that is estimated to be released within the next few months or no later than September 2017 (more information will be provided once available). This is a pre-solicitation notice for a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) repair contract for an estimated quantity of 325 A-10 Color Cockpit Television Sensor (CCTVS). This is not a request for a proposal; it is a notification of an upcoming Solicitation. RESTRICTED TO QUALIFIED SOURCE(S): Qualification package request for those contractors who are not already qualified. See FAR Clause 52.209-1. Award will only be made to an approved qualified source. International Enterprises Incorporated (Large Business) is the only known approved qualified sources. Per FAR Clause 9.202(e), the government reserves the right to not delay contract award in order to provide a potential offeror with an opportunity to demonstrate its ability to meet the standards specified for qualification. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. PR Number(s): FD20201700778 Line Item: 0001 NSN: 5821-01-468-6516FJ Color Cockpit Television Sensor (CCTVS/HUD Camera). Part number: 93-2010. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. The source qualification statement will be included with the Solicitation and is available upon request. Anticipated award date: NLT end of 2017 This acquisition is not a small business set-aside. Full and Open Competition will be solicited. Foreign contractors are permitted at the prime contract level, provided they have been approved by the Foreign Disclosure Office. Product/Service Code: 5821 NAICS code: 334220 Respondents must specify in its response whether it is a large business, small disadvantaged business, 8(a) concern etc., and to specify if they are a U.S. or a foreign-owned firm. The Government does not have complete and adequate data, special materials, facilities, tooling, or test equipment which may be required in the performance of the contract. Electronic procedures will be used for the solicitation. All current and/or future information about this acquisition, i.e. solicitation, attachments, Amendments, Questions and Answers (Q&A's), etc., will be distributed through FBO, therefore, interested parties are responsible for monitoring this site to ensure they have the most-up-to-date information about this acquisition. All offerors wishing to be considered must be currently registered with System for Award Management (SAM) at www.sam.gov. The HUD Camera is a component of the Digital Video Audio Data Recorder (DVADR) system. It is used to relay video of the HUD and symbology information to the DVADR to be recorded on a solid state drive. It uses a Charge-Coupled Device (CCD) as the image sensor and Y/C video as the output format. Repair of the HUD Camera must comply with the following drawings and specs: - T.O. 12S5-4-56-2, Intermediate Maintenance Instructions, CCTVS P/N 93-2010 (Reference Only) - T.O. 1A-10C-2-1-1, General Equipment Manual USAF Series A-10C Aircraft, CCTVS, Chapter 15.3 The Government does not own any repair manuals, acceptance test specifications, or parts lists for the HUD Camera. Additionally, the government does not have any special test equipment for the HUD Camera. The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting, repair and testing of the HUD Camera in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals.
